***:
The Supervisor is responsible for supervising staff and performing financial requirements within their portfolio. This would include accounting, budgeting, forecasting and reporting on a daily, monthly and annual basis. This role will play a key role in the financial reporting framework of the County of Simcoe’s Tangible Capital Assets in accordance with PSAB guidelines and the development and maintenance of the asset management plan in compliance with Municipal Act regulations. The position will also lead the development of the multi-year capital plans and financial reports with staff and management from various departments through the Corporation. Specialized focus will be placed on the ongoing review of all asset data and transactions including amortization, additions and disposals.
**DUTIES AND RESPONSIBILITIES (not listed in order of priority)**:
1. Prepare financial reports and statements for assigned areas. This includes planning, analysis of historical financial information/trends, and review of actual results. Ensure all accounting is consistent with all financial principals - GAAP, PSAB, Legislation, etc.
2. Prepare financial forecasts, budgets and variance analysis to actual results. This includes preparing narratives for appropriate managers regarding reasons for variances and recommended forecast figures.
3. Review and analyze internal operations, processes and controls and make recommendations as needed and implement changes as required.
4. Account and financial statement reconciliations as required.
5. Preparation of detailed audit working papers and ability to provide auditors with explanations as requested.
6. Produce detailed flowcharts for financial processes within administrative departments.
7. Review, document and recommend changes in policies and procedures along with rationale for such changes as the need arises.
8. Prepare, or oversee preparation of, government reports and other external reporting.
9. Hire, supervise, schedule, assess performance, train, discipline and coach assigned staff.
10. Review financial statement structure, enhancing communication with the users of financial information.
11. Review general ledger structure to ensure efficient reporting and accumulation of data.
12. Assist with the development of an accounting process to record fixed assets as prescribed by PSAB.
13. Prepare and post journal entries to the County’s accounting program and review and post journal entries prepared by staff.
14. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.
15. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
16. Participate in committees as required.
17. Perform other duties as assigned.

**EDUCATION, TECHNICAL SKILLS AND CERTIFICATION**:
- Minimum of Degree or three (3) year diploma with specialization in Accounting, or an equivalent combination of education and experience.
- Accounting designation in progress is preferred.
- Financial software use within an ERP environment (i.e. SAP, RIVA, Profix)
- Intermediate Excel, Reporting and Microsoft Office skills.
- GAAP and PSAB knowledge.
- Strong understanding of government policies and related legislation or initiatives and their significance and potential impact.

**EXPERIENCE**:
- A minimum of five (5) years’ experience in progressively responsible accounting positions in a highly computerized, multi-discipline environment requiring transaction analysis, preparation of reports and financial statements, including two (2) years’ experience in the supervision of staff.
