Stewardship Territorial Lands Management Division

**The Position**:
Under the general direction of the Chief Administrative Officer (CAO), the incumbent will be responsible for the overall management of the Stewardship Territorial Lands Management Services Division. The Division Manager (“DM”) is responsible for collaboratively working with other divisional leaders and the Directors of their assigned departments to achieve the established priorities, goals and objectives per the Nation’s Strategic Plan. The Division includes the Rights and Title, Litigation and Resource Management departments. The function of the Division is to assist in protecting and implementing shishalh titles and rights.
- Direction/Reporting:_
- Develop strategic plans, priorities, objectives, budgets and evaluation criteria for the division.
- Oversee the development of departmental workplans based on the strategic plan.
- Oversee implementation and evaluation of plans and adjust as necessary.
- Performance reporting on achieving goals and objectives and budget management for departments based on approved plans.
- Recommend the creation of new work streams, programs or services and/or eliminate existing work streams, programs or services.
- Ensure the collection and organization of statistical information for assessment and future planning.
- Receive and develop planning outlines for new directives, assessing impacts to work existing work streams and established priorities, identifying the need to modify work plans, additional budgeting requirements or resources.
- Assist in the development of agendas and attend regular Council meetings.
- Relationships and Collaboration:_
- Collaborate with Finance personnel to facilitate the development and maintenance of financial functions related to generated revenues; work with external auditors and regulators as required.
- Collaborate with Tsain-ko in creating economic development.
- Develop and maintain community relationships to assist in Nation unity and implementing titles and rights.
- Oversee and participate in community engagement.
- Develop and maintain collaborative working relationships with government and industry representatives.
- Oversee, coordinate and assist with intergovernmental and industry negotiations.
- Provide strategic advice and support Council in developing strong inter-governmental relationships.
- Assist the Council in developing strategies to implement shishalh title and rights.
- Managing:_
- Develop annual work plans with a focus on core work streams, the Nation’s approved Strategic Plan and established priorities.
- Creating productive synergy across the Division and working with Division Managers to create alignment across Divisions.
- Assist in developing annual departmental budgets considering core work streams and service delivery, established departmental priorities, and the overall Strategic Plan.
- Ensure that overall departmental planning addresses common divisional and organizational goals and objectives.
- Assess the progress on the department work plan areas, including meeting core work stream requirements and service delivery and achievement of both short and long-term goals review.
- Review all departmental recommendation reports, ensuring comprehensiveness consistent with jurisdictional requirements and approved planning.
- Review monthly financial reports for anomalies and variances and ensure that rationale is documented and provided.
- Collect and review metrics of departmental work streams, services, and priorities.
- Collaborate on the development of policies, procedures and guidelines.
- Oversee and assist Directors in divisional human resource management.
- Oversee consultants and legal counsel.
- Ensure clear and timely communications on work streams, priorities, goals and objectives that may require input or work from other divisions.
- Collaborate with Human Resources on all personnel issues.
- Work with Administration services to prepare for meetings with the Council.
- Other duties as may be required from time to time.
**Qualifications**:
- M.A. in administrative area and aboriginal studies or other relevant degree.
- Minimum of 5 - 10 years of related experience or equivalent years of directly related experience.
- Must have administrative capability and work experience, including experience managing a project or department.
- Must possess extensive knowledge and historical background of the shíshálh Nation.
- Must have experience and ability to write professional quality reports and correspondence suitable for submission to lawyers, government and other outside parties.
- Must have excellent communication skills, both written and verbal.
- Must demonstrate a conflict resolution background.
- Must provide demonstrated proof of organizational ability.
- Demonstrated ability to write clear, accurate reports.
