**About Us**:
The Housing Division works with over 300 housing providers (municipalities, housing management bodies, and non-profit and private organizations) to provide stable and sustainable lower-cost housing for Albertans in need, including support for existing and new housing options for over 110,000 low-income families, individuals, seniors, and people with special needs. In addition, the Housing Division ensures effective operational management of over 46,000 government-owned and/or supported housing units through by the Alberta Social Housing Corporation (ASHC) and located throughout the province. Various housing programs (including the rent supplement, private non-profit, social housing, and seniors' lodges) provide third-party delivery partners with financial resources to offer lower-cost housing for Albertans in need. The administration support for these government-owned housing units is provided by housing providers.

**Role**:
As a Program Analyst, you will provide operational and administrative services to support the allocation, analysis, monitoring, and reporting of funds associated with the Rent Supplement Program. The Rent Supplement Program (RSP) assists households in need to obtain affordable and suitable rental accommodation by subsidizing rents in private sector rental units. The ASHC provides over $70 million annually to housing providers for the Rent Supplement Program and its various program benefits.

Reporting to the Manager, Analysis and Administration, the Program Analyst performs three core functions:

- Provide support in the development of annual rent supplement budgets for housing providers including the processing and reconciliation of monthly budget payments.
- Review and analyze monthly reporting received from housing providers and provide various analytics, summaries, and dashboards on program outcomes and results for internal decision making.
- Provide support in meeting federal reporting requirements under the National Housing Strategy and the Canada Housing Benefit (CHB) including data and reporting from the Rent Assistance Benefit (RAB) and Temporary Rent Assistance Benefit (TRAB) programs. Work in conjunction with the federal reporting team to identify opportunities to maximize and leverage federal funding to increase the supply of affordable housing in Alberta.

The Program Analyst performs all responsibilities within applicable legislation, regulations, policies, guidelines, and standards. This position requires expertise in data management and know-how in using various tools and software (ie: Excel, Power BI, Power Queries, etc) for data analysis, data visualization and reporting. Knowledge of accounting principles, practices, and approaches for integrating financial information into budgeting, forecasting, and reporting function is preferred and considered an asset. In addition, this position exercises well developed professional judgment when determining and evaluating alternatives and solutions within this framework.
- Conduct research, analyze data, identify trends and prepare executive reports making recommendations for optimization.
- Plan and coordinate multiple tasks, processes, and information flows under tight time frames and deadlines.
- Effectively present and defend analyses, assumptions, options and conclusions to housing provider and Ministry representatives while maintaining objectivity and a non-biased approach.
- Pro-actively identify concerns, issues, and potential solutions and recommendations relating to responsibilities.
- Demonstrate high levels of independence and self-management skills with a strong results orientation.
- Develop, manage, and maintain effective working relationships with stakeholders and other relevant parties.
- Demonstrate initiative, sound judgement, attention to detail, accuracy, and flexibility.

**Qualifications**:
University degree in business, statistics, or a similar field, plus 2 years of progressively responsible experience with data analysis and program administration.
- A professional designation (ie: Chartered Professional Accountant) is considered an asset.

**Equivalency**: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

A valid drivers license is required in order to conduct on-site visits, as required.
