Administrator, Offord Centre

The Offord Centre for Child Studies is a multi-disciplinary research institute established in 1992. Through collaboration across fields such as child psychiatry, psychology, epidemiology, paediatrics, policy development, social work, and nursing, the Centre’s aim is to better understand children’s mental health problems with the overall goal of improving the lives of children and youth. As a recognized leader in conducting scientific research related to child development, the Offord Centre has played an important role in supporting evidence-based policies that improve the present and future lives of children, youth, and families.

The Offord Centre is a research institute supported by both McMaster University and McMaster Children's Hospital and is within the Department of Psychiatry and Behavioural Neurosciences, Faculty of Health Sciences.

Job Summary:
Reporting to the Director of the Offord Centre for Child Studies, the Administrator for the Offord Centre for Child Studies provides leadership and direction for continued development and promotion of the centre to reach its goals and objectives. The Administrator oversees the operation of a large multi-function research centre and is accountable for the management and administration of the financial, human, and physical resources. The Administrator maintains up-to-date knowledge of Federal and Provincial government rules and guidelines and University policy and procedures to support research project proposals, project reporting, and financial reporting to ensure that funding opportunities continue for the Centre. The Administrator also reports to the Director of Administration in the Department of Psychiatry and Behavioural Neurosciences. This position is responsible for the supervision of 25+ unifor staff with faculty supervisors and direct supervision of 2 staff.

Key Responsibilities:
**Financial Management**:
The Administrator meets with the Director, core members and/or faculty lead, to determine priorities, develop, recommend, and implement: the Centre's annual operating budget ($125,000). The Administrator also meets with faculty members to review research project budgets and monitors these budgets throughout the project. The Administrator authorizes expenditures and audits all accounts and revenue generating functions and ensures compliance with departmental, university, Ministry, and funding agency policies, The Administrator prepares all appropriate reporting and year end documentation for research and project contracts, and regularly conducts formal reviews of all accounts and adjusts accordingly. The Administrator reports, analyzes and interprets financial operating data for management, and advises and implements on matters related to contracts and audits.

**Human Resources Management**:
The Administrator is responsible for the human resources activities of the Centre and oversees the day-today activities of some staff as well as oversees the research coordinators and assistants hired to work on the various research teams. The Administrator provides guidance, support, direction, and resolution as required on all HR related matters. The Administrator negotiates and implements human resource and contract issues between the University and the Ministry of Children and Youth Services, Health Canada, and the Ministry of Education. The Administrator ensures compliance with Human Resources policies and procedures, Health and Safety Legislation, and advises staff and faculty, evaluates needs, and recommends reallocation of resources, and training, to support Centre activities, and ensures internal equity for remuneration of staff.

**Physical Resources Management**:
The Administrator reviews objectives and make recommendations for efficient utilization of space within the control of the Centre and negotiates with the hospital and the university to ensure space and furniture requirements are met. The Administrator maintains a space inventory and interacts with other Departments at Hamilton Health Sciences for required services to the building such as renovations including painting, security services, emergency responses, computer, and telephone hookups, ensuring compliance with university, hospital, and government regulations and exercising budget controls.
