As a member of the Human Resources management team, the Manager Corporate Recruitment Strategy is accountable for designing, developing, implementing and monitoring recruitment strategies, programs and tools, which align with Canada Post Corporation’s (CPC’s) Human Resources strategies, are consistent with the objective of attracting, motivating, and retaining quality employees, and secure CPC’s position in the marketplace as an employer of choice.

**Responsibilities**:
Below are the main job requirements and responsibilities for the Manager, National Talent Acquisition Program.
- Designs, develops and ensures the integration of comprehensive recruitment strategies, programs and tools that are responsive to corporate business needs and best practices and are in accordance with legislated programs and collective agreements.
- Establishes business requirements, designs and executes alternative sourcing initiatives to support CPC’s strategic direction and ensures the education of CPC’s recruiting organization in understanding the value and services provided by each vendor.
- Develops effective working knowledge and fosters relationships with internal Canada Post client groups to facilitate their short and long-term recruitment needs.
- Partners with HR leaders in Compensation, Benefits, Training, Leadership Development and others to develop and deliver a quality Employment Value Proposition.
- Develops and evaluates recruitment programs to ensure they are effective and address corporate goals, such as official language requirements and corporate diversity targets. Recommends enhancements that are aligned with current market trends and corporate business goals.
- Develops, communicates and monitors Key Performance Indicators (KPIs) to measure the effectiveness of the recruitment process model and identifies opportunities for continuous improvement.

**Job Responsibilities (continued)**:

- Ensures comprehensive and valuable communications and change management strategies are in place to support the successful implementation of new initiatives in recruitment and hiring practices.
- Advocates a marketing-based approach to direct advertising and recruitment strategy development, implementation and evaluation. This approach involves an institutional analysis including situational review, SWOT, competitors’ analysis, communications audit, review of resources and market research.
- Assesses, selects and leads the national implementation of technology for both external recruitment and internal selection including the ongoing development, maintenance and first level support.
- Researches, promotes and implements recruitment industries best practices, methodologies and tools to ensure the most efficient and effective recruitment and tracking processes are implemented at Canada Post. Influences key stakeholders and senior management to adopt these best practices.
- Manages staff and ensures through succession planning and training a continuing development of competent resources with potential for other assignments.

**Qualifications**:
**Education**
- Completed post-secondary, preferably in a related field OR a combination of equivalent professional experience and training

**Experience**
- 3 to 5 years of relevant functional experience
- 2 or more years’ experience managing people
- One or more years of experience in a unionized environment an asset
- Proficient computer skills and competent with Microsoft Office programs
- Designation and or certifications programs may be required for certain positions (e.g. Finance & Engineering)
- Excellent team building and leadership skills and experience
- Sound organizational, analytical, judgement and decision-making skills with proven abilities in problem solving
- Strong interpersonal skills with an ability to build and maintain relationships
- Strong oral and written communication skills
