A large and complex organization, eHealth is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support health care providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and includes laboratories, pharmaceuticals, and diagnostics. Additional programs that also support patient care and information include Virtual Care, the MySaskHealthRecord, and the Provincial Electronic Health Record. eHealth is also responsible for the administration of various pieces of legislation to manage the registration of/changes to all vital event records (e.g. birth, marriage, death, etc.), registration of legal name changes, registration of adoptions, and for maintaining the provincial health registry for health services eligibility and distribution of health services cards.

The eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.

**About the role**
The Manager of Contracts will be responsible for managing, negotiating, executing, and ensuring the integrity of eHealth Saskatchewan’s contractual strategies and processes in alignment with trade agreement and policy obligations, as well as analyzing trends and implementing best practices into the procurement and contract functions, including vendor management framework. The position works with all Divisions in order to manage contracts for goods and services which provide best overall value to eHealth.

**Typical Duties**
- Manage, negotiate, and execute eHealth Saskatchewan’s contracts in line with trade agreements and policies.
- Create and update policies, contract templates, tools, and methods, including standard contract language to facilitate contract development/execution to support contract management.
- Conduct research and trend analysis to incorporate best and leading practices.\
- Develop and execute negotiation strategies to finalize contracts while working closely with Legal Counsel to ensure appropriate legal review of contracts.
- Provide guidance and advice to eHealth management and staff regarding best practices in contracts.
- Ensure integrity and compliance of policy and regulations in the contractual function, including audits to ensure compliance.
- Maintain an inventory of all eHealth contracts, and report on contracts for senior leadership monthly and on an ad-hoc basis.
- Represent the organization in provincial healthcare and IT procurement forums; and
- Manage assigned staff including recruitment, performance management, coaching and career planning.

**Experience & Qualifications**
- Bachelor’s degree in business administration, law, or a related discipline.
- 5+ years of proven procurement and contracts leadership experience, including leading a team.
- Experience in owning and driving new, challenging processes and change across the organization.
- Customer-focused approach and strong analytical and problem-solving skills.
- Demonstrate strong written and verbal communication skills, with the ability to clearly articulate complex messages to a variety of audiences including senior management.
- Ability to develop partnerships with key stakeholders, including working effectively with colleagues, managers, suppliers, sector partners and other stakeholders.
- Experience in leading high-performing teams, including training and managing staff; and
- Demonstrated ability to monitor processes, identify gaps, document, and implement process improvements
- Mix of business and technical skills.
- Technical depth & breadth in contract law and negotiation.
- Ability to conduct research into emerging technologies, trends, standards, and products as required.
- Exceptional analytical, conceptual, problem solving, opportunity discovery, and team resolution.
- Excellent communication (written and verbal) and interpersonal skills.
