The Ministry of SaskBuilds and Procurement provides central co-ordination and delivery of property management, information technology, procurement, project management, transportation, and other services to government ministries and agencies. The ministry integrates, co-ordinates and prioritizes infrastructure planning and delivery for the Province of Saskatchewan, and advances projects through contract oversight, innovative approaches, and alternative financing models as appropriate.

The Health Infrastructure branch provides project planning and delivery on health infrastructure projects over $3 million which includes managing stakeholder collaboration and engagement, leading strategy, capital planning, project management, major project procurements, project delivery and construction services.The Ministry of SaskBuilds and Procurement is seeking a dynamic and motivated individual to join the Health Infrastructure branch on a two-year term position as a Senior Project Manager in the Design and Procurement Unit. The Design and Procurement Unit is responsible for the project management of health infrastructure projects, such as hospitals and long-term care homes, primarily through the pre-design, procurement and design phases of the project.We are seeking a highly motivated engineering or architectural professional with excellent interpersonal and project management skills to work collaboratively with health stakeholders to achieve on-time and on-budget delivery.Reporting to the Manager of the unit, the successful candidate will assist the Branch in the delivery of health infrastructure capital projects including planning, scheduling, and procurement. The Senior Project Manager will assess the scope of each project, analyze the required resources and the timing, and develop and monitor implementation of project management plans necessary to safely, efficiently, and effectively complete the work. You will be involved in developing scopes of work and procurement documentation for relevant services necessary to deliver the project scope, working with local municipalities to complete rezoning and subdivision activities, developing and seeking approval for technical and performance specifications for various projects, developing and seeking approval for design and/or construction services, and providing project oversight (such as reviewing project capital costs, schedules, scope and risks).The ideal candidate will bring creative and innovative solutions to complex issues. You will apply professional engineering concepts, principles, practices, and standards used in the planning, design, construction and maintenance of healthcare infrastructure and associated works to ensure the effective project delivery on behalf of the Ministry. You will have the ability to manage time, prioritize, and meet aggressive deadlines with limited oversight, and have demonstrated ability to exercise necessary cost control measures.Knowledge of engineering and architectural professions, building codes, construction terminology, and management of infrastructure projects;Experience in project costing, budgeting, forecasting and scheduling, asset management, maintenance, operations, design, construction, contract administration, and contract law;Experience with alternative project delivery models including but not limited to; Progressive Design-Build, Design-Build and Construction Management;A solid understanding of public procurement and project management principles and methodologies, with experience in successfully procuring and managing large projects;Excellent project management, problem-solving, analytical, and organizational skills, along with a strong attention to detail;Ability to think strategically and have superior negotiation and conflict management skills;Ability to work in a team environment, providing timely and efficient management of consultants and contractors;To qualify for the Senior Project Manager position:Project Management Professional (PMP) or related designations will be considered an asset;You must have Legal authorization to work in Canada and ability to provide proof upon request.Comprehensive benefits package including pension;Flexible work arrangements.
