**Job Description**:
The **Manager, Financial Planning & Analysis **is responsible for leading a team of professionals in the monitoring, analyzing, planning and forecasting of the financial performance of the health centre. In addition the role is responsible to collaborate with the Manager of Finance on all internal financial statement preparation with an expressed focus on revenue recognition process and program financial reporting. In addition the role will work closely with the Manager of Decision Support & Data Quality to ensure statistical reporting is accurate and representative of organizational and program activity. This role is a key role in development of annual operating budget and organizational operating plans and RVH’s annual case costing submission.

**Responsibilities**:

- Provide guidance to the Program Leadership and Senior Leadership team on the operational and strategic financial direction of the health centre
- Lead the budgeting process, including the development of operational budgets and organizational wide assumptions
- Working closely with peers, perform monthly program analysis to identify risks and savings opportunities
- Work with funding agencies to ensure RVH is positioned to optimize all funding opportunities, GEM, Priority Programs and Quality Based Procedures (QBP)
- Facilitates the interpretation of financial and clinical information to assist in effective decision making
- Responsible for the preparation and analysis of program management reports for performance monitoring, analysis and planning
- Responsibility for the analysis, and dissemination of financial and statistical information as required by the MOHLTC/LHIN in accordance with OHRS/MIS/OCCI guidelines
- Responsible for preparing multi-year planning or forecasting models based on funding formulae and growth expectations
- Considered an expert resource with a strong knowledge of GAAP (specifically Public Sector Accounting Board principles), MOHLTC/OHRS reporting requirements
- Advise and assist leaders on interpretation & administration of budgeting, analysis and funding policies & procedures
- Responsible for development of the business acumen level of the respective program management teams.
- Responsible for the development and mentorship of the Financial Planning & Analysis team

**Qualifications**

**Education**:

- 4 Year Degree in Accounting, Health Administration or Business Administration Required
- Professional Accounting Designation (CPA, CA, CMA, CGA) Required
- Master’s Degree in Accounting, Health Administration, Leadership or Business Administration is preferred

**Experience**:

- Demonstrated leadership experience in public sector financial accounting and financial planning (Budgets, Forecasting ect)
- Demonstrated experience performing complex financial analyses and critical evaluations of financial programs
- Demonstrated experience with operational or strategic decision-making
- Experience leading the budgeting process, including the development of operational budgets at an organizational wide level
- Experience performing financial statement analysis, cost accounting and business unit financial reporting
- Experience with the following items is highly desired:

- GEM, Priority Programs, Quality Based Procedures (QBP)
- Ontario Case Costing Initiative (OCCI)
- Ontario Healthcare Reporting Standards (OHRS) & MIS
- MOHLTC/LHIN & Hospital regulations and reporting requirements
- Hospital financial information systems including Meditech Expanse

**Competencies**:

- Strong analytical skills including the ability to comprehend complex issues and related data/information and present information in concise and meaningful ways to various levels of the organization including Senior Leadership, Directors and Managers
- Excellent financial budgeting/forecasting, cost accounting knowledge & variance analysis skills
- Effective Financial Risk Identification and monitoring
- Diverse knowledge of performance measurement, monitoring, and indicator development
- Strong relationship building, negotiation and problem solving skills
- Exceptional written and presentation skills
- Excellent change management and project management skills as well as strong organizational skills including the ability to prioritize workload
- Commitment to Accountability for reasonableness Ethical Framework with regards to the allocation of limited resources
