**Salary**: $3,147.32 to $4,235.37 bi-weekly ($82,125 - $110,543 per year)

Responsible for an adult learning system that provides accessible, affordable, and high-quality education for Albertans, the Ministry prepares Albertans for lifelong success through education by approving programs of study; funding public post-secondary institutions and other adult learning providers; providing financial aid for learners; registering and certifying apprentices; supporting academic research and innovation.

**Role Responsibilities**:
The Manager of Analytics is responsible for leading a centralized team of data analysts in the generation, synthesis, and dissemination of analytic evidence to support ministry decision making across multiple program areas and data sources. Working with a team of experts in quantitative methodologies, the Manager will be responsible for developing and assigning analytic projects that support ministry priorities and are directly relevant to program and executive decision makers; investigating and designing innovative quantitative methodologies to address complex research questions; translating analytic findings into actionable key messages for ministry decision makers; and disseminating these findings through presentation, briefing notes, reports and other knowledge dissemination products. In addition, the Manager provides forward-looking, data-informed input to shape the policy agenda, integrating awareness of the global research landscape on trends and risks related to adult learning systems with the mandate, legislative, and executive priorities of the ministry. The Manager works to ensure analysis is reliable, reproducible, and auditable. To be effective in this space, the Manager must establish strong and effective working relationships with program and policy teams across the ministry to understand their information needs and connect analytic insights to improvements in the system.

**1. Ministry decision makers have access to and understand the evidence they need, when they need it, to inform their decisions.**
- Lead engagement activities with program and policy teams to ensure analysis and evidence reflect information needs and research questions that will directly inform ministry decisions, policies and actions.
- Lead and support staff in the translation of analysis results into key messages, briefing materials, presentations and other knowledge dissemination methods, ensuring best practices in synthesis and data visualization are used to ensure results of analysis are connected to decisions.
- Develop data literacy among peers and colleagues across the ministry to ensure decision makers have the competency they need to use evidence in their decisions.

**2. Evidence provided is relevant, rigorous, and reproducible.**
- Lead staff in developing appropriate methodologies that align with research questions and information needs, ensuring assumptions and other methodological design questions are defensible and driven by business context.
- Direct and support staff in data linking, cleaning and coding activities, ensuring best practices and standards are adhered to, data quality issues are addressed and reflected in conclusions drawn.
- Ensure analysis and products are reproducible, including through the automation of tasks, annotating of code, documenting of assumptions, and where necessary development of process documents.
- Assess the usefulness and suitability of different data sources in addressing ministry information needs, advising on appropriate uses and limitations and recommending approaches when necessary
- Lead the critical analysis of reports and information received from external sources, including in-depth studies done by various consultants to determine their impact on department's policies, directions and new initiatives.
- Provide technical leadership and expertise on issues such as data acquisition, data collection, analysis, dissemination and methodologies to ensure that information products developed are statistically valid and reliable.
