The Utilities Coordinator/Project Manager is responsible for the supervision, direction and management of all utilities being planned for and working within County of Simcoe road right-of-ways. The Utilities Coordinator/Project Manager will work with internal and external stakeholders to successfully coordinate the relocation of utility facilities necessary to accommodate completion of road and intersection reconstruction projects. This position will also work with the Provincial Utility locate system to clear County of Simcoe locate requests and will also be involved with development of specification, standards, procedures and policies related to the placement, approval and as-built data of all utilities impacting the County road system.

**DUTIES AND RESPONSIBILITIES (not listed in order of priority)**:
1. Oversee the development, approval, permitting and coordination of utility design and construction specifications utilizing Ministry of Transportation and OPS Standards for construction, including local municipal projects.

2. Build relationships with all utility providers and contractors working on their behalf (Enbridge, Rogers, Bell, Hydro One, as examples) to foster cooperation and coordination between agencies.

3. Review and approve utility designs for the purpose of providing Municipal consent for minor and major utility installs, ensuring existing and future conflicts are minimized. Coordinate with the utility companies, the installation of utilities within the County Road allowance. Work with existing Franchise agreements and update as required.

4. Attend site meetings and review of proposed utility designs on-site as required.

5. Work with the Provincial Utility locate system to address and respond to locate requests for County of Simcoe infrastructure. Become familiar with and build out the ‘as-built’ information for existing utilities and County of Simcoe owned infrastructure.

6. Work with project engineers and technicians to assist with capital projects, road rehabilitation work and development related construction within the County of Simcoe right-of-ways, as required.

7. Work with road maintenance staff assisting with utility locates and addressing any conflicts.

8. Handle enquiries from the public, contractors and other agencies related to road construction/utility activities and take appropriate action to resolve them in a prompt, courteous manner.

9. Provide input into the development and implementation of Roads Construction and Maintenance policies and procedures.

10. Assist the Department in the preparation of the annual, five and ten year construction program for the County roads and structures.

11. Develop and maintain effective relationships with the public, politicians, contractors, other agencies, management and other departments.

12. Prepare and present written reports as required.

13. Participate in committees as required.

14. Perform other duties as assigned.

15. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.

16. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

**EDUCATION, TECHNICAL SKILLS AND CERTIFICATION**:

- Strong knowledge in road construction principles obtained through the completion of a diploma in Civil Engineering Technology or related field or equivalent.
- Must be a member or be eligible for membership in OACETT.
- Strong knowledge of survey techniques and procedures, road and utility design, and project management techniques.
- Strong understanding of policies and related legislation or initiatives and their significance and potential impact.
- Strong interpersonal and oral communication skills.
- Strong planning and organizational skills.
- Strong time management and multi-tasking skills.
- Class G Driver’s License in good standing.

**EXPERIENCE**:

- A minimum of five (5) years’ experience in a related position.
- Two (2) years as a Project Manager or similar position in a large, multi-location organization.
- Experience in road construction and maintenance involving utility infrastructure is an asset.

**EFFORT**:

- Some physical effort may be required while at work sites.
- Visual and mental effort required when reviewing documents, preparing reports.

**WORKING CONDITIONS**:

- May be exposed to different elements of weather, dust, dirt, fumes, etc., while at work sites.
