The Ministry of Children and Family development is committed to upholding the UN Declaration on the Rights of Indigenous people though the Declaration Act. As guided by this legislation, the Ministry works with Rights Holders and other Indigenous partners to co-develop policies, programs and legislation. The number of engagements and co-development activities underway are ever increasing and it is evident that integration of these efforts is required by the Ministry to ensure partners have meaningful opportunities to engage in these discussions as aligned with their interests.

The Strategic Child Welfare and Reconciliation Policy team provides leadership, expertise, and advice to support executive decision making and to build a cohesive child welfare policy framework that delivers on the priorities in the ministry’s service plan and strategic framework. This includes working with Indigenous peoples and partners to reform the child welfare system and address the root causes of the over involvement of Indigenous children and youth with care systems.

The Managers of Strategic Child Welfare and Reconciliation Policy are leading the development of a new team to support integration of policy and legislative Indigenous engagement efforts across the Strategic Integration, Policy and Legislation Division. There are two positions:

- Leading the province’s commitment to co-develop with Indigenous partners a Children and Youth with Support Needs system that meets the needs of Indigenous children, youth, families and communities.
- Leading strategic integration of engagement with Indigenous Peoples across the division in alignment with the Declaration Act and the ministry’s commitment to co-develop policy and legislation with Indigenous Peoples.

The Managers provide a vital leadership role in reforming the existing child welfare system including the development of new policy and legislation that addresses child welfare in the context of reconciliation, including Indigenous jurisdiction. The Managers works closely with the federal government, child welfare practitioners, external partners, policy leaders in other agencies and Indigenous organizations and communities to develop policy solutions and legislation that implement the priorities for systemic change as identified in MCFD’s strategic framework. The Managers may work closely with other branches across the division to support this work.

**Job Requirements**:

- Degree (Master’s degree preferred) in an appropriate discipline (social sciences, social work, Indigenous studies, child and youth care, law, public administration, business administration) or an equivalent combination of education and experience may be considered.
- Minimum of three (3) years’ experience leading complex program development and/or policy analysis.
- Demonstrated experience designing and executing inclusive, meaningful, engagement plans.
- Demonstrated experience with human resources management including supervising employees, coaching, performance planning or performance management.
- Demonstrated experience providing advice and recommendations and developing written materials for senior staff/executive.
- Demonstrated experience in project management from the development of and preferably through to the implementation of policies, regulations, legislation and/or programs.

**Preference may be given for**:

- Experience working with social sector legislation, policy, or programs.
- Experience establishing and maintaining relationships with Indigenous communities, other levels of government and/or external partners.
- Experience planning and conducting distinctions-based engagements.
