British Columbia has one of the best education systems in the world, and you have the opportunity to help make it even better The mandate of the Ministry of Education and Child Care is to develop the “Educated Citizen” by providing leadership for the K-12 education system through governance, legislation, funding, policy and standards. The Ministry is also responsible for delivering on government’s ChildCareBC plan to establish quality child care as a core service for every child whose family wants or needs it, as well as integrating child care into the broader learning environment, with a focus on expanding access to before and after school child care on school grounds.
The ministry is led by both the Minister of Education and Child Care and the Minister of State for Child Care. Specific roles and responsibilities are set out under the School Act, Independent School Act, Teachers Act, First Nations Education Act, Early Learning and Child Care Act, Early Childhood Educators Act, and accompanying regulations. The ministry is also committed to working with First Nations rightsholders and Indigenous partners to achieve lasting and meaningful reconciliation by actively working on implementing the Declaration Act on the Rights of Indigenous Peoples, the Truth and Reconciliation Commission of Canada’s Calls to Action, and the Draft Principles that Guide the Province of British Columbia’s Relationship with Indigenous Peoples.
The ministry has a large stakeholder engagement component, with a particular focus on the relational aspects of the K12 system and child care landscapes, including 60 elected boards of trustees, over 5400 child care providers, and multiple stakeholders, professional associations and community, public, and private organizations. With exponential provincial population growth, the ministry must respond to the resulting labour market and resource pressures across the K-12 and child care sectors.
The Assistant Deputy Minister (ADM) for the Services and Technology Division and CIO for the Ministry leads the team responsible for the design, development and operation of the digital solutions needed to support education and child care policy implementation across B.C. The ADM oversees ongoing operations of provincial digital infrastructure for the education system that includes the student information service, a learning management system, secure internet network for schools, and other administrative systems and data bases.
The ADM will also lead the transformation of current Child Care IT services to a suite of modern integrated user centred digital services capable of supporting new directions in policy and programs. They will be responsible for the transformation from a varied collection of legacy systems to user friendly integrated digital service for providers, staff and BC families. It is essential for the ADM to integrate and support the work of each of the other Divisions in the ministry and the work of 60 boards of education and 365 independent school authorities. Procurement knowledge and experience overseeing significant contracts with external vendors is vital in this role.
