**PURPOSE OF POSITION**:

- Under the direction of the Manager of Classification and Pay Equity, the Classification and Equal Pay Officer analyzes compensation plans for PSAC bargaining units to determine compliance with sound, gender-neutral classification plans and practices, seeks membership input to develop bargaining unit awareness around Occupation Group Structure and Job Evaluation Plans and develops bargaining language, tools and strategic plans in support of PSAC classification goals. The Officer negotiates and/or advocates the development and implementation of new or amended gender neutral job evaluation plans, and addresses related compensation and pay equity issues; evaluates the gender neutrality of current employer compensation practices, negotiating solutions or filing complaints with the appropriate Human Rights Commission and testifying before human rights tribunals; and, provides policy advice and develops communication and advocacy programs in support of the PSAC goals for sound gender-neutral classification plans. The Officer may also testify as an expert witness on classification, provide formal, structured training as well as ongoing advice and counsel to members on job evaluation, pay equity and other related issues.**QUALIFICATIONS**:
**_Education/Experience_**:

- University graduation in a field related to labour relations or extensive experience in the field of labour relations.
- Experience in the field of representation and negotiations in the public and/or private sector.

**_Knowledge_**:

- Extensive knowledge of job evaluation, classification and pay equity.
- Good knowledge of statistics and linear regression analysis.
- Knowledge of the process and practice of collective bargaining, including negotiating techniques, contract language development, and group dynamics.
- Comprehensive knowledge of advocacy techniques.
- Comprehensive knowledge of the principles and practices of staff relations and pertinent legislation and regulations.
- Knowledge of PSAC Constitution, Regulations, policies and objectives.
- Knowledge of the organization and structure of the federal public service, agencies and crown corporations.

**_Abilities_**:

- Strong oral and written communication skills; well developed interpersonal skills and tact.
- Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above.

**_Personal suitability_**:

- Understanding of and commitment to trade union and equity principles.
