The Office of Emergency Management is responsible for ensuring the City of Edmonton is prepared for, can respond to and recover from various disasters or emergencies. Reporting to the Assistant Deputy Chief of Emergency Management and Communications, the Emergency Management Officer’s key responsibilities are to exercise emergency management functions of mitigation, prevention, preparedness, response and recovery within an “all hazards” approach.

Your duties will include:

- Assume a leadership position within the Emergency Operations Centre (E.O.C.) when it is required to be activated
- Maintain the Emergency Operations Centre for immediate activation
- Maintain the City’s emergency resource inventory for immediate use
- Write, maintain and/or revise the City’s Municipal Emergency Plan; create and implement Business Continuity Planning for the Corporation
- Identify and gather critical impact sites across the City
- Conduct hazard, risk and vulnerability studies
- Establish and maintain effective and productive relationships with internal and external agencies and representative regarding emergency management process
- Maintain and deliver training to City staff in the Emergency Operations Centre and the Incident Command System
- Develop and deliver emergency exercises and simulations to train staff in the operations of the E.O.C.
- Maintain procedures such as duty officer schedules, monthly staff recall tests, and duty checklist binders
- Responsible for overseeing up to 40 staff ensuring a full-scale Emergency Operations Centre activation
- Provide timely, accurate, and consistent updates to the Assistant Deputy Chief
- As part of a team of Emergency Management Officers, cover a 24 / 7 Duty Officer call rotation.
- Provide direct supervision and ongoing direction to staff
- Other such duties as may be assigned by the Deputy Fire Chief of Planning and the Office of Emergency Management

**Qualifications**:

- University Degree in Disaster and Emergency Management/ Risk Management, Business, Public Administration, or a related field; with emphasis on emergency planning or risk management. Equivalent combinations of education and experience may be considered.
- Certified Emergency Manager from the International Association of Emergency Managers, Business Continuity Planning certification from the Disaster Recovery Institute or equivalent and Incident Command System certified 100-400 and instructor qualified.
- Minimum 7 years of professional experience in emergency management, with a strong focus on, or understanding of, Municipal Emergency Plans.
- Proven leadership experience within an activated Emergency Operations Centre (E.O.C).
- In-depth knowledge of Municipal Emergency Programs, including experience as an Incident Commander, director, or deputy director of an activated emergency operations centre.
- Proven critical thinking skills with the ability to make effective and sound decisions, under time pressure, and with limited or incomplete information.
- Able to maintain effective working relationships with partners in the City’s Emergency Management Program.
- Excellent written and verbal communication skills with the ability to deliver training
- Ability to prioritize tasks and ensure all tasks are completed per work plan
- Ability to work independently with mínimal supervision as well as in a team environment where work responsibilities depend on team cooperation/collaboration
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement.
