**Major Responsibilities**:

- Manage the Newcomer Program including day-to-day operations, co-ordination, partnership and collaboration development, work planning, budgeting, client/funder liaison, database oversight, and reporting
- Develops, implements and manages a broad range of Newcomer community, social, educational programs and services, which may include all aspects of this process: research, community consultations, organizational impact analysis, program model development, grant/funder preparation, contract negotiations, etc
- Provide supervision to our Volunteer Program including, among others, our Free Income Tax Clinic
- Support the development and implementation of overall strategic goals and operational plans of CECC
- As a member of the management team, participate in strategic planning, funding proposals, operational/registration procedures, and decision-making activities
- Develop program work plan and program evaluation criteria and program impact in support of providing excellent services for Newcomers
- Manage and lead staff in the delivery of Newcomer Program activities by providing advice, assistance, training and guidance
- Manage the program funding on a day-to-day basis by overseeing financial transactions, budget reports, and preparing ad hoc reports requested by funders and the agency
- Prepare monthly reports, program funder reports, program related records/documentation and process financial documents
- Identify and evaluate risks to the program and work with the Executive Director to control problems or risks, as appropriate
- Collaborate with other Managers to develop solutions that provide exceptional services, close identified service gaps, improve work process, streamline process and improve overall service to Newcomers
- Build and maintain positive productive relationships with funders
- Facilitate the development and maintenance of strong collaborative working relationships with the community’s external partners and stakeholders. Develop networks to help advance CECC’s objectives
- Represent our Centre at community events and other stakeholder activities and meetings
- Support and actively engage in CECC’s community development principles and initiatives
- Ensure the enabling and adoption of best practices in service delivery and meeting CECC’s client bill of rights, anti
- racism, and anti-oppression framework
- Ensures compliance with all applicable legislation including but not limited to Health and Safety, Collective Agreement, CECC’s Policy and Procedures, City of Toronto HR policies, etc.
- Manages the Centre’s complaints process related to program delivery and ensures the delivery of high-quality public services that meet City of Toronto standards and other best practices.
- Participates at Board of Management and other committee meetings at the request of the Executive Director
- Ensures the Executive Director is apprised of issues and assists with such issues in the Executive Director’s absence.
- Other duties as assigned

**Qualifications and Experience Required**
- Undergraduate degree in social sciences, health administration, business administration, or a related field from a recognized university or college
- 3 to 5 years of demonstrated progressive experience in program delivery for Newcomer Support services, management and evaluation in the not-for-profit sector
- At least three years of relevant supervisory experience and knowledge of staff supervision in a unionized environment.
- At least 3 to 5 years of experience working with clients at various levels in a community social agency/health environment
- In-depth knowledge of Settlement Programs and experience with financial and administrative processes
- Knowledge of overall coordination and integration of services to newcomers to Canada
- Demonstrated successful experience in writing funding proposals and knowledge of funder requirements
- Excellent supervisory skills, communication skills - oral and written, organizational skills, management skills, problem solving and conflict management skills
- Strong interpersonal skills and proven ability to build and maintain positive relationships with partners, and diverse community stakeholders
- Demonstrated understanding the neighbourhoods and members CECC serves, and of local community issues, priorities and needs including challenges facing newcomers to Canada
- Experience working with and enforcing anti-oppression principles
