Our vision is to help Black youth who face multiple barriers achieve financial stability for

themselves and their families, helping to strengthen the communities in which they live. Our

mission is to increase economic opportunities for Black youth living in Toronto’s priority

neighborhoods, supporting them in the areas of employability, social enterprise and

entrepreneurship. CEE works to ensure that our programming reaches and is accessible to

youth who face multiple barriers, such as: unemployment, underemployment, conflict with law,

being young parents, poverty and lack of secondary or post-secondary education.

**Summary of the Role**:
The Industry Liaison (IL) is a dynamic and strategic thinker who is skilled in portfolio

management, evidence-based practice, and stewardship.

The IL is responsible for the project planning and execution of industry program portfolio

management to ensure CEE’s programs are thoroughly designed and delivered to meet the

needs of participants as well as employers/industry partners.

In collaboration with multiple key internal and external stakeholders, the IL will oversee industry

program portfolio, supervise assigned team members, manage quality and timely program

delivery, and fulfill reporting duties. In addition, the IP will support the overall Program Delivery

Team’s yearly planning aligned with the Program Department’s strategic directions, contributing

to the achievement of CEE’s vision and mission. Reporting directly to the Program Manager,

Program Delivery Team, the IL is an integral part of the Program Department at CEE.

**Core Responsibilities**

**Portfolio Management & Stakeholder Relations**
- Collaborate with the Program Manager and key stakeholders from the Program

Department, proactively lead and facilitate yearly program planning, including external

partner relations, program workplan development, finance and reporting duties
- Research best practice, tools, and innovation as it relates to programs in assigned

industry portfolio to utilize in program execution.
- Lead generic market research and support assigned staff in designing and implementing

market-driven, culturally relevant, and evidence-based program curriculum per industry

portfolio.
- Proactively identify industry opportunities and support Manager in engaging and

developing industry partnership
- Contribute to strengthening industry partnership by vetting and recommending

appropriate training and employer partners whose values and approaches are aligned

with CEE’s
- Conduct due diligence, negotiate and draft training partner Contract/MOU/Agreement to

ensure each industry portfolio is equipped with the list of strong training and employer

partners.
- Maintain ongoing communication, productive and respectful working relationships with

key internal and external stakeholders.
- In collaboration with Program Delivery Team and Social Support Team, contribute to

refining and implementing CEE’s program and service model

**Staff Supervision & Administrative Duties**
- Oversee day-to-day operations of each portfolio management and assigned team to

ensure that each team member has a thorough understanding of planning process

including curriculum design, workplan development, timeline, execution strategies, etc.
- Lead the assigned program delivery planning process and ensure the team is fully

equipped with necessary resources, tools and guidelines for quality program delivery
- Provide regular one-to-one supervision to assigned, ensuring each staff feels

empowered and motivated
- Support assigned staff in executing deliverables, such as program marketing/outreach

activities, participants equipment/resource distribution, stakeholder communications, etc.
- Provide assigned staff with ongoing mentorship and coaching in areas for improvement,

professional development, and growth
- Troubleshoot any concerns or issues identified by assigned staff and/or participants as it

relates to quality program delivery
- Consult on marketing strategies, including flyer and content direction in collaboration

with key external partners, assigned staff and Outreach & Intake Worker
- Under the guidance of Program Manager, create projected program expenses and

monitor program budgets.
- Proactively monitor program budgets including purchase requests, and assist with

financial reconciliation by gathering and organizing all mandatory documents/information
- Proactively lead each program report preparation process for both internal and external

purposes
