As the People and Culture Advisor - Payroll and Benefits, you'll be at the heart of ensuring our incredible team is compensated accurately and on time. Your role is essential in supporting the creative vision of the Vancouver Art Gallery by allowing our staff to focus on what they do best—bringing art to life.

You'll oversee the entire payroll cycle and total compensation process, ensuring everything runs smoothly and aligns with relevant laws, union agreements, and organizational policies. Acting as the go-to expert for payroll and benefits, in partnership with our Payroll and Benefits Administrator, you'll manage inquiries, audits, and deliver insightful reports using your expertise in ADP/ Workforce Now - our HRIS, payroll, and timekeeping software.

You’ll play a key role in driving the success of our People and Culture team, contributing to initiatives and programs that align with the Gallery’s strategic goals. **WHAT YOU WILL DO**

A more detailed list of duties in the areas of Administration, Staff Support, Reporting, Governance and System Optimization includes:
**Administration**
- Maintain accurate employee data in the payroll system, including salary changes, deductions for taxes, benefits, retirement contributions, and other payroll details such as leave tracking and balances.
- Administer employee benefits programs, ensuring accurate deductions, contributions, and compliance with the Employment Standards Act and Collective Agreement.
- Prepare payroll tax returns, year-end income tax slips, pension reporting and ensure compliance with all applicable law and reporting requirements.

**Employee and Manager Support**
- Advise employees and managers on payroll, compensation, and benefit entitlements under the Collective Agreement and Excluded Terms and Conditions of Employment, providing guidance on payroll systems, overtime approvals, and leave management to resolve issues promptly.

**Reporting and Analytics**
- Proactively deliver data-driven insights and recommendations to senior leaders on workforce planning, collective bargaining, cost-saving opportunities
- Prepare periodic financial reports and reconciliations related to payroll expenses and liabilities

**Payroll and HRIS Optimization**
- Manage and oversee system coding, testing and implementation of integrated HR/payroll systems and upgrades to align with organizational needs
- Identify and implement payroll process improvements and provide training and ongoing support to enhance efficiency, accuracy.

**Collective Bargaining Support**
- Participate and support the employer’s bargaining strategy and outcomes by evaluating and providing detailed analysis of the financial impact of potential changes, ensuring alignment with the organization’s objectives, and identifying risks associated with proposed terms.
- Maintain neutrality and safeguard the employer’s ability to effectively negotiate and implement collective agreements.

**WHAT YOU BRING TO THE ROLE**

As an experienced payroll professional, you hold a bachelor’s degree in accounting, finance, or a related field, plus at least seven (7) years of payroll administration experience, ideally in a unionized and non-profit environment. In addition, you have your Certified Payroll Compliance Practitioner (PCP) designation or equivalent and experience with the ADP/ Workforce Now software.

You can show us that you have:

- Proficiency in payroll/timekeeping systems (e.g., ADP, Ceridian, Sage, Oracle, or SAP) and advanced Excel skills. ADP experience preferred.
- Strong knowledge of employment legislation, collective agreements, and payroll-related policies.
- Strong analytical skills with the ability to identify and resolve discrepancies and provide actionable insights.
- Exceptional communication and collaboration skills, with the ability to interact effectively at all levels.
- Commitment to confidentiality, ethical conduct, and continuous improvement.
- A collaborative attitude and willingness to work effectively as part of a team to achieve departmental and organizational goals
- Ability to adapt to changing priorities and business requirements, with a positive attitude towards learning and continuous improvement

**WHAT WE PROVIDE FOR YOU**

Salary Range: $75,000 - $85,000 per year
