**ORGANIZATIONAL BACKGROUND**

The Mental Health Commission of Canada (MHCC) is a charity created to focus national attention on mental health issues and to work to improve the health and social outcomes of people living with mental illness.

The Commission is seen as a leader nationally and internationally in several areas. Building upon the work done to date, the core mandate, and the unique position of the Commission, and guided by Changing Directions Changing Lives: The Mental Health Strategy for Canada, the Commission will focus in the areas of, substance use, suicide prevention, population-based initiatives, and engagement. This prioritization will enable the Commission to be successful in meeting its mandate, staying focused, and having a measurable impact for those living with mental illness and their families and caregivers.

**POSITION OVERVIEW**

Reporting to the Manager, Access to Quality Mental Health Services, the Learning Specialist will sit within the Access to Quality Mental Health Services team. Our team is guided by the principles of stigma-free, recovery-oriented, evidence-informed, culturally safe, and aims to create work that is linguistically appropriate, equitable and inclusive, timely and accessible.

The Learning Specialist will contribute to all phases of the demonstration project seeking to scale up implementation of quality standards of care for people living with schizophrenia.

**DUTIES AND RESPONSIBILITIES**
- Applies adult learning theory and structured learning design methods to increase the effectiveness of learning solutions and documentation through analysis, design, development, and evaluation.
- Creates effective training tools in different formats.
- Uses technology and learning techniques effectively to make learning tools interesting, engaging, and practical.
- Adopts a project management methodology and assists colleagues in defining project goals, timelines, resource requirements and planning to cope with challenges and conflicts in the plans.
- Identifies and collects information by using instruments and surveys to analyze the effectiveness and impact of the programs on individual and group behavior, develops reports based on the data and provides recommendations and strategies for making needed changes within the training programs based on feedback.
- Solicit feedback from expert advisors and community of practice on the development of tools.
- Leads an Advisory Committee to solicit feedback on development of tools
- Utilizes knowledge of adult education principles to recommend the most appropriate instructional methods and delivery based on learning outcomes, performance objectives, and known delivery constraints.
- Works closely with project team members, and in particular, closely collaborates with the evaluation specialist, lived experience participation advisor and family carer lived experience participation advisor.
- Other duties as assigned.

**SKILLS AND EXPERIENCE**:

- Skilled in quickly establishing collaborative working relationships with stakeholders, and excellent interpersonal skills to work with all professional disciplines.
- Consultative skills to perform needs assessments, generate ideas, identify problems, and influence positive solutions and outcomes.
- Excellent written and oral communication skills, including instructional, facilitation and presentation skills in both individual and group situations.
- Background in facilitation and learning design and curriculum development.
- Interest in understanding various learning techniques and ability to create a fit for purpose solution.
- Strong project management skills and demonstrated experience meeting deadlines while working independently.
- Flexibility as well as effective planning and organizational skills are required.
