Qualifications:
**Essential**:

- Post-secondary degree in Human Resources, Actuarial Science or a related discipline, or an equivalent combination of education, training and experience.
- Certified Employee Benefit Specialist or equivalent designation.
- Experience with the design, governance and administration of compensation, benefit and/or pension programs.
- Knowledge of employment, tax, and insurance legislation, and associated regulations.
- Knowledge of pension principles, insured benefits models, and general knowledge of actuarial principles.
- Experience performing research and qualitative and quantitative analysis with the ability to translate data into meaningful recommendations and reports.
- Effective interpersonal skills with the ability to develop productive relationships with various stakeholders and clients and work collaboratively as part of a team.
- Excellent verbal communication skills with the ability to facilitate meetings and clearly present complex issues to a variety of audiences.
- Excellent written communication skills with experience producing a variety of documents, such as speaking notes, reports, briefing materials, position papers, authority-seeking documents, research papers, and policy briefs.
- Effective organization, planning and time management skills.
- Strong MS Office skills (Word, Excel, PowerPoint).

**Desired**:

- Experience with SAP is considered an asset.

**Duties**:
The Workforce Relations Division provides strategic labour relations advice and expertise to government, the negotiation of collective agreements, contract administration, classification and benefits administration, public sector compensation coordination, and research and consultative services. Under general direction, the Pension and Benefits Analyst performs research, analysis and provides recommendations with respect to compensation and benefits and the design, administration, evaluation and communication of negotiated and legislative employee benefit plans. The Analyst will also analyze pension actuarial reports, valuations and related data to formulate recommendations regarding pension plan design and funding options.
