Position Overview:
- As a key member of the Strategy and Corporate Performance team within the Office of the Chief Administrator, you will be responsible for providing strategic policy advice, creating corporate strategies and plans, and recommending actions to advance organization-wide initiatives. Reporting to the Director, Strategy and Corporate Performance, you will form part of a high-performing professional team which also includes the City's Internal Auditor, and will supervise a senior policy advisor. You will be responsible for corporate strategic initiatives and projects to improve on service delivery, address complex and emerging issues, and facilitate progress on the strategic priorities for the City and the Office of the Chief Administrative Officer. This includes responsibility for planning activities related to government relations as well as oversight of the corporate business planning process. There will be growth and new challenges in the role, as you take on emerging bodies of work and manage programs to build a high-performance organization.- Responsibilities:
- Creates the Government Relations Strategy and Plan for the City of Kitchener to provide overall direction to the City’s policy analysis, engagement and advocacy efforts with other orders of government and key external stakeholders.
- Collaborates with the Chief of Staff and employees in the Office of Mayor and Council to ensure that advocacy and communications actions identified in the Government Relations Plan are implemented within the Office of Mayor and Council.
- Provides overall administrative leadership to the Government Relations Planning Team, including coordinating a quarterly meeting cycle and agenda content, which is comprised of the Mayor, the Chief Administrative Officer, the Chief of Staff in the Office of Mayor and Council, and key support roles (e.g., communications, policy analysis).
- Monitors, summarizes and communicates the ongoing policy priorities and legislative/regulatory activities of various levels of government and other key external stakeholders, and reports on policy and program developments in other jurisdictions that may impact city service delivery on an ongoing basis.
- Leads an internal program of activities which coordinates internal analysis and formal public response to request for comment on policy priorities and issues arising from various levels of government and key external stakeholders.
- Leads policy analysis and strategic management on behalf of the city for policy priorities identified to be of corporate strategic significance.
- Researches trends in municipal strategy public policy, analyzes strengths and weaknesses of the City’s current strategic position, and generates practical and progressive options for the future of policy and engagement options for the city.
- Writes Council reports, answers questions directly and gives presentations in a public setting regarding the strategic policy and government relations issues.
- Communicates the Government Relations Strategy, Plan and other supporting work to various audiences, explains the purpose of the plan, how it will be implemented, and the connections to other corporate strategies and priorities.
- Recommends the overall priorities for the City’s annual Business Plan to the Corporate Leadership Team, including departmental projects and integration with the Strategic Plan priorities and actions.
- Leads the internal business planning process for all divisions, ensuring alignment between the Strategic Plan and the Business Plan, collaboration across divisions and departments, and the integration with the budget process, strategic initiatives and issue papers.
- Facilitates the Corporate Leadership Team in the review and approval of the annual corporate business plan, leading them through a multi-stage decision making process to select options that are important to Council and the community, feasible with available resources and sustainable in the long-term.
- Develops and leads processes to gather input from directors across the organization for Business Plan priorities.
