**Our Team**:
Grand River Transit (GRT) provides transit service to the three cities, and four townships in the Regional Municipality of Waterloo. We operate more than 50 routes and cover more than 20 million kilometers every year. Our fleet consists of more than 300 vehicles, including conventional and MobilityPLUS buses and ION light rail trains. We have more than 2,500 stops across the region, and more than 560 shelters.

**The Opportunity**:
As Project Manager, Transit Security & Risk Management you will collaborate to define stakeholder roles and responsibilities related to transit security (including rapid transit) and emergency management. You will have the opportunity to develop and implement security and emergency management programs, protocols, and policies in collaboration with corporate security and emergency management preparedness staff. You will conduct investigations in conjunction with employee relations staff, and work closely with health and safety staff regarding employee safety issues. You will supervise a security enforcement investigator.
You will provide advice and guidance to divisional management regarding the use of CCTV and video surveillance footage for investigations and reviews.
You will collaborate with internal stakeholders to establish roles and responsibilities regarding transit facility security, transit “on bus” security, emergency preparedness, risk assessment and management, loss prevention, employee safety and violence threat assessment protocols, and alignment with rapid transit integration.
You will review and update the transit security plan, and develop annual reports, training plans, work schedules, and performance indicators.
You will ensure the continued delivery of the fare enforcement program, respond to client inquiries and complaints related to bans from service, and recommends reinstatement of service.
You will liaise with corporate security, including participating in meetings with corporate security staff, contracted security company guard supervisor, and divisional supervisors, developing an overall security operating police, and debriefing on major incidents.
You will liaise with divisional security and emergency preparedness staff, including participating in meetings, developing standards, policies, and protocols, and establishing training plans and programs.
You will conduct investigations in conjunction with management and employee relations staff regarding issues involving video surveillance, loss prevention, violence, and threats.
You will analyze incident, calls for service, and crime data to determine priorities and security deployment.
You will conduct related presentations and training.
You will provide input regarding security program budget and purchases.
You will liaise with Police to develop protocols regarding collisions or interference with rapid transit operations, and to exchange information from investigations and incidents.
You will perform related duties as required.
Knowledge of the development and implementation of security and emergency management programs, protocols, and policies in a public sector transit environment, normally acquired through a post-secondary education in a related discipline (e.g., Law & Security Administration, Risk Management, Emergency Management), plus progressively responsible experience in a security or emergency management leadership role.
Ability to obtain and hold a Private Investigator license as per the Private Security & Investigative Services Act. Must provide an acceptable Police Records Check Clearance Letter.
Knowledge of and ability to comply with policies, procedures, collective agreements, related legislation and Use of Force Law, models, and principles.
