Job Summary

Reporting to the Director Security and Emergency Planning, the incumbent is responsible for the development and continual improvement of the emergency planning training and exercise program. Identifying, designing and delivering effective continuity training projects, and support the mitigation of continuity risks in a coordinated and consistent manner using a standardized methodology based on industry best practice.

Key Accountabilities:

- Designs and delivers full scope of emergency / business continuity exercises (including discussion
- and operations-based table-tops, full-scale exercise, cross-sector / multi-stakeholder exercise projects) in support of the strategic initiatives of the emergency management program within NAV CANADA ensuring continuous improvement and compliance with regulations and past learnings.
- Develops after-action reports and recommendations to deal with real-world disruptions, primarily related to air traffic service continuity events and system outages and support implementation as required.
- Supports the activation of NAV CANADA’s Crisis Response System throughout the organization and support the implementation of incident action plans, as and where required.
- Assesses operational risks identified in training, exercises projects within the organization and develops recommendations for management to ensure organizational ability to mitigate and / or respond to such risks.
- Develops tools, and instructional guides for business and operational areas, as well as to emergency management teams at the regional level and delivers information-based presentations to groups, to enhance their knowledge in the emergency management and implementation domain.
- Develops and delivers tactical operational resilience training to employees, operational units, and other stakeholders across NAV CANADA using principles in leading incident management systems.
- Participates on committees, task forces and working groups.
- Monitors industry best practices by participating in emergency management working groups and cross-sector exercises and recommends program enhancements.

What you bring:
**Education**:

- A post-secondary degree, from accredited institutions related to emergency management domains or equivalent combination of education, training and experience.
- Completion of ICS Canada authorized training in Incident Command System at the 300-level or higher

**Experience**:

- Advanced experience of a minimum of 5 years, acquired in full-time positions and organizational roles involving emergency management, business continuity or incident management systems.
- Demonstrated experience developing and implementing training of key components within an enterprise-wide emergency management program.
- Demonstrated working experience of incident management systems.
- Project Management experience is considered an asset.

Knowledge:

- Understanding of applicable regulations and related standards within Canada (e.g., Fire Code, NFPA Standards, provincial / municipal emergency management programs)
- Familiarity with business continuity / emergency management methodology and risk control frameworks and practices (e.g., ISO 22301 - Security and Resilience - Business Continuity Management Systems, NFPA 1600 - Standard on Continuity, Emergency, and Crisis Management, ISO 31000 - Risk Management).
- Knowledge of project and change management methodologies, approaches and tools.
- Knowledge of Emergency Management and Preparedness methodologies.
- Knowledge of threat, impact, gap and risk assessment methodologies
- Working knowledge and practical experience within the Canadian civil air transportation sector is preferred.
- Extensive knowledge of industry best practices, methodologies and techniques.
