**Policy Development & Review**
- Assist in developing an organization-wide Emergency Management Program, including emergency preparedness policies, plans, education, and exercises
- Assess organizational competencies related to emergency management knowledge and leadership and address gaps, through surveys and observational exercises
- Revise and maintain Emergency Preparedness plans, in collaboration with internal and external stakeholders as necessary
- Promote and support the development of a culture of emergency management and preparedness, including identifying opportunities and implementing strategies for improvement
- Facilitate and manage the development of operational business continuity plans for all business units and corporate functions

**Emergency Response Coordination & Collaboration**
- Participate in event debriefings and coordinate follow-up actions, including response evaluation and recommendations
- Coordinate data collection, and analyze the data to create reports related to emergency management
- Participate in regional hospital preparedness meetings and carry the City of Ottawa pager, in rotation with regional hospital partners
- Plan and organize emergency management events, simulations, and appropriate mock codes to provide content expertise as needed, in collaboration with the Manager of Emergency Management, Protection Services & Parking
- Coordinate the development of exercises to test and evaluate the departmental and Emergency Management plans

**Educational Program Design & Implementation**
- Develop and support the implementation of an organization-wide emergency management education strategy
- Develop and lead training programs using a variety of methodologies/modalities (simulation, table top, etc.) to support emergency preparedness and business continuity activities across all levels of the organization
- Coordinate with individual managers and educators to support the education and delivery of training to frontline staff specific to their roles in the specific EM plans and codes

**REQUIREMENTS**:
**Education and Experience**
- Degree or certification in Emergency Management or related field
- Incident Management System training 100, 200
- Minimum of three (3) years of work experience in emergency preparedness or a related field
- Experience in developing and delivering training, exercises, education programs and/or workshops
- In Lieu of formal education, a combination of education and five (5) years’ experience in Emergency Management

**Other Qualifications**
- Working knowledge of applicable legislation and industry standards
- Expertise in safety and risk management practices
- Working knowledge of applicable occupational health and safety legislation; general knowledge of corporate/departmental policies and procedures related to health and safety
- Knowledge of public, private and community resources related to Emergency Management.
- Knowledge of IMS doctrine of Ontario or HICCS
- Knowledge of after-action reports and corrective action plans
- Excellent oral and written communication skills
- Proficiency with computer programs (Outlook, Word & Excel, PowerPoint)
- Ability to function both independently and as part of a multidisciplinary team dependent upon the situation
- Ability to work autonomously, seeking input when required
- Sound judgment and decision-making skills to resolve problems/issues
- Ability to work on various commitments simultaneously and to prioritize
- Flexible approach and ability to adapt to changing to work demands
- Ability to work under pressure, tight deadlines and to respond effectively to stressful situations
- Strong project coordination experience with capacity to develop and implement clear project plans, deliver outcomes that meet quality, cost, and time requirements
- High level of accuracy and attention to detail

**Preferred**
- Minimum of one (1) years of work experience in a healthcare setting
- Incident Management System training 300
