Reporting to the Director, this position performs all work in accordance with relevant government and Ministry legislation, policies, and guidelines.

This position manages a unit that provides comprehensive services to ensure funding is delivered to post-secondary institutions in a timely manner consistent with relevant legislation, regulations, policies and guidelines. The Manager, PSI Capital Planning develops, manages and evaluates complex processes to ensure general operations grants, capital grants, and ad hoc grant funding are appropriately determined and administered in collaboration with other Ministry business areas. A critical responsibility of this position is to provide input to funding approval decisions based on comprehensive analysis of program funding data and associated program performance.

The role of Manager Capital Planning handles the following responsibilities:

- Leads initiatives to examine various aspects of program funding and performance.
- Supports continual improvement of funding, financial, and accountability processes and systems for the provincial post-secondary learning system.
- Oversees adjustments to capital grants, base grants and other funding schedules to ensure operations grant requirements are accurately calculated and budget targets confirmed.
- Develops and continually enhances processes to initiate payment of grants, maintain appropriate files, and reconcile capital and operating grants budget and payments.
- Engages stakeholders to find the highest return-on-investment for the data they provide to the unit. Represent stakeholder interests within the ministry and ministry interests to stakeholders.
- Collaborates with government and post-secondary colleagues to improve the unit’s administrative data systems for more reliable, comparable, and integrated analysis of post-secondary financial information. Areas for improvement include data quality, governance, systems linkages, and sharing.
- Supports staff to achieve unit and branch goals through clear direction, open collaboration, and meaningful performance planning and management.
- Develops, implements, and evaluates systems and processes to continually enhance operations.
- Assesses’ financial viability of diverse initiatives proposed by post-secondary institutions through review of business cases and extensive liaison with post-secondary institution and stakeholder representatives (e.g. Alberta Treasury Board and Finance); identifies implications of proposals and collaborates with appropriate representatives to clarify and resolve issues.
- Contributes to the development and amendment of post-secondary education and learning legislation, particularly with respect to accountability, funding, and financial matters.
- Works with government and post-secondary colleagues to investigate and implement the most useful methods for financial information reporting and sharing.
- Monitors and evaluates strategic plan development to enhance the program and integrate it within the ministry

**Qualifications**:
University graduation in a field related to the position assignment, supplemented by three years related experience. Related experience or education may be considered as an equivalency on a one for one basis.

- Managing three-year business, financial, and capital plans for the assigned portfolio of school authorities

Demonstrated and comprehensive knowledge and experience of:

- The Government of Alberta capital planning process.
- Ministry business plan goals, strategic priorities (Action On), issues, programs, and resources
