Alberta Emergency Management Agency, under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.

The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the Alberta government, to Albertans, and to their communities, for the protection of people, their property, the environment and the economy from the effects of disasters and emergency events. Alberta relies on a decentralized public safety system for managing the various emergency events that occur every year. The System is made up of many stakeholders and partners including government ministries, municipal agencies, non-governmental organizations (NGOs), industry, Indigenous communities and Métis Settlements. AEMA accomplishes its mandate by effectively and successfully leading the coordination, collaboration and cooperation between all entities involved in the prevention, preparedness, response, and recovery activities within this diverse partnership.

**Role Responsibilities**:
The Program Policy Analyst also contributes to effective collaboration and capacity building through the development and maintenance of positive relationships with multiple internal and external stakeholders. This work contributes to effective development of program policy direction and interpretation, implementation as well as a creating a partnership approach to issues impacting the unit.

**To be successful in this role you will be asked to**:

- Provide advice, information and research to develop and implement DRP program policy, briefing materials, program statements, IT bulletins, training content and public-facing materials for manager review, all in line with ministry and government directions and reflective of stakeholder feedback.
- Provide research, analysis, advice and documented direction to support ministry representatives in planning and development of the program to align with applicable government and ministry goals, business plans and strategic priorities.
- Contribute to the evolution of DRP and MWAP through development of integrated reports, project plans, cabinet materials, inputs and briefings.
- Build collaborative relationships to enhance capacity for effective policy and program development and implementation.
- Support the development and delivery of Recovery Branch training materials on program policy.
- May assist with the review and assessment of Ministerial or Managing Director appeals, interview appellants, and make recommendations on appeals decisions.
- Bring strong writing, verbal communication skills and presentation skills, including the ability to develop clear and compelling documents in support of recommendations; articulate complex issues with broad social, legal and political implications; and present information in a variety of formats to a variety of audiences, including non-technical audiences.
- Assist with information management of DRP policies via our public-facing website and internal policy library.

**Qualifications**:
**Required**:
University graduation in Public Administration, Political Science or a related field plus, (2) two years of related experience in program policy development.

**Equivalency**:
Directly related education or experience considered on the basis of:

- 1 years of education for 1 year of experience; or
- 1 year f experience for 1 year education
- Knowledge and experience with research and analysis processes and methodologies
- Experience preparing and presenting documents i.e. Briefing notes, training content, bulletins)
- Proficiency with MS Office Suite

**Assets**:

- Work experience in a conditional grant environment.
- Experience working within a provincial or federal disaster recovery program.
- Work experience writing policies for home insurance.
- Previous experience with the administration of the Disaster Recovery Program
- Experience with managing information on behalf of a group in SharePoint online
