**Counsellor 2**

Position Summary

Job Links is an integral part of Norfolk Association for Community Living’s (NACL) goal of providing a continuum of services for people who have a developmental disability and their families. This position, therefore, must promote the agency’s goals and philosophies, as well as represent the agency positively to community businesses, other service agencies, and the community at large.

The Counsellor 2 works with unemployed or under employed people to determine what employment related supports are required and to remove actual or perceived barriers that will allow community members to attain their competitive employment goals.

The key activities of this position will be to assist approved applicants to secure and maintain employment and to ensure compliance with all employment service system requirements.

**Responsibilities**:

- Ensure that employment milestone targets as required are met or surpassed;
- Develop and maintain a network of community employers to meet established employment targets;
- Maintain a team environment which offers services/individualized supports for service participants to achieve their personal employment goals and facilitate the attainment of long
- term competitive employment within their community;
- Ensure high standards and completion of all required documentation including to determine service needs, Client Service Planning coordination, development of Employment Action Plans,

Case Management, connections to Life Stabilization Services, on-the-job training plans, ODSP earnings reports, etc., in relation to the achievement of competitive employment for people; prepare and maintain files in keeping with compliance requirements;
- Develop, and facilitate, group learning sessions focused upon employment preparation and employment discovery for people supported
- Work with other team members to provide a supportive, creative and flexible environment to facilitate the achievement of employment outcomes for people;
- Ensure that individualized and appropriate supports (e.g., workplace adjustments, accommodations, job coaching, etc.) are present for people accessing services and that adequate site-visits / check-ins are taking place to ensure job retention, career growth opportunities and relationship building with business;
- Ensure that all processes and procedures required by funders, and by NACL, are completed to meet our high standard of quality and within required timelines;
- Demonstrate a respectful relationship for our customers; being, both service participants and businesses;
- Ensure employment sites are competitive in nature and provide a healthy, safe, supportive work environment for people employed within the community.
- Only negotiate pay rates in employment settings comparable to others doing similar work;
- Develop an understanding of, and relationship with, services offered by NACL, income support systems (ODSP, EI, CPP), other local employment services, local life stabilization services and can explain aforementioned to service recipients and families

- Facilitate independent transportation to and from work for service recipients
- Ensure that the philosophy and goals of NACL and Job Links are understood, reflected in work activities and applied uniformly and consistently in practice;
- Ensure that records have been inputted into reporting systems as required, and in a timely manner;
- Work in a safe and responsible manner and attend mandatory training as required.

**Qualifications**:

- DSW or 2 Year Diploma equivalent / or Degree Required
- Business or Marketing education is an asset
- Outside Sales Experience (cold-calling) and proven experience achieving sales targets Required
- Public Speaking Experience Required
- Presentation Experience or Experience Training Adults is an Asset
- Experience assisting persons with disabilities to find gainful employment an Asset
- Adaptability to Various Working Conditions Required
- Flexibility and desire to work varying jobs, and occasionally varying hours Required
- Thorough knowledge of software programs, including MS PowerPoint, MS Word, MS Excel, and

MS Outlook Required
- Valid driver’s license and full-time access to vehicle; and, automobile insurance in good standing
