**Job Summary**:
Reporting to the Associate Director of Traffic Systems and Operations, the Manager Traffic Systems is responsible for managing and overseeing the operation of traffic signals, the Advanced Traffic Management System and intelligent transportation systems. Also responsible for managing the design process for traffic signals and traffic control devices, planning and executing capital projects, and providing expertise and guidance in the management of traffic assets and the safe and efficient flow of traffic for Regional intersections and on behalf other jurisdictions (LAM’s, Ministry of Transportation and Niagara Parks Commission).

**Education**:

- Post-secondary 3-year diploma in Transportation Engineering or Civil Engineering.
- Additional post-graduate courses in Traffic Engineering and Geographic Information Systems (GIS) are preferred.
- Additional training in geometric highway design and traffic engineering principles and practices is preferred.
- An equivalent combination of education, experience and qualifications may be considered.

**Knowledge**:

- Minimum 10 years’ experience in traffic engineering, preferably in a municipal and/or government organization, including a minimum of 5 years in a leadership capacity.
- Must be certified as a Certified Engineering Technologist (C.E.T.) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
- Must be certified with International Municipal Signal Association (Traffic Signals Level I and II, Roadway Lighting, Signs and Markings and Book 7 Temporary Conditions).
- Knowledge and understanding of the Highway Traffic Act, Employment Standards Act, Occupation Health and Safety Act, the Ontario Traffic Manuals, Minimum Maintenance Standards, Accessibility for Ontarians with Disabilities Act (AODA) and Environmental Assessment Act.
- Significant knowledge of traffic signal design and operation, traffic signal technologies, Advanced Traffic Management Systems (ATMS) and CAD systems.

**Manages the operation of traffic signals, computerized traffic signal control systems and intelligent transportation systems at Regional locations and on behalf of area municipalities, MTO and NPC, to ensure safe and efficient traffic operations. (30% of time)**:

- Oversees the development of traffic control strategies, analysis of intersection traffic data, and calculation of signal timing plans, using traffic signal optimization software.
- Reviews and approves traffic signal timing modifications, ensuring safe and efficient movement of traffic. Ensures related documentation is maintained.
- Manages the day-to-day operation and maintenance of the Region’s computerized central traffic signals system, including monitoring system performance, coordinating the installation and repair of communication equipment and troubleshooting system issues to ensure it is continuously operational.
- Plans, coordinates and ensures ongoing operation of intelligent transportation systems, emergency vehicle pre-emption and transit priority systems.
- Receives and responds to service requests and complaints from the public, members of Council and other agencies related to traffic operations and signal performance issues and acts when necessary to mitigate issues.
