**Job Summary**:

Reporting to the Associate Director, Traffic Systems and Operations, the Traffic Systems Project Manager is responsible for administering and managing all aspects of traffic operations, traffic signals and roadway illumination capital projects for the Transportation Division.

**Education**:

- Post-secondary diploma in Civil, Transportation or Electrical Engineering Technology or a related discipline.
- Post-secondary degree in Civil or Electrical Engineering Technology, or related field is preferred.
- An equivalent combination of education, experience and qualifications may be considered.

**Knowledge**:

- 10 years of project management experience in areas of planning, design, and executing capital traffic and/or street lighting is preferred.
- Demonstrated experience in preparing and issuing requests for proposals, quotations, prequalification and tenders for materials, consultant assignments and/or contractor services.
- Working knowledge of the Region’s road design guidelines, Niagara Peninsula Standard Contract Document (NPSCD), Ontario Provincial Standards (OPS), MTO Geometric Design Standards, MTO Roadside Safety Manual, TAC Geometric Design Guidelines, Ontario Traffic Manual and all applicable legislation and regulations (Occupational Health & Safety Act, Highway Traffic Act, Municipal Act, etc.), and applicable contract law.
- Certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (C.E.T), or equivalent.
- Project Management Professional (PMP) certification is preferred.

**Responsibilities**:
**_ Plans, organizes, undertakes and executes the delivery of capital traffic and roadway illumination_**_ _**_projects, verifies designs and coordinates projects with consultants, utility companies, local area municipalities, Ministry of Transportation and other agencies (_50_% of time)._**:

- Assigns and coordinates work, provides direction on capital traffic and/or roadway illumination projects, ensures due diligence and regulatory compliance, provides direction to internal staff, consultants and contractors in studies, programs, and capital construction projects.
- Provides input and support for civil infrastructure projects requiring traffic control devices and/or roadway illumination.
- Evaluates and analyzes proposals from engineering consultants for purposes of retaining engineering services, including feasibility studies, preliminary and detailed design assignments, contract administration and inspection.
- Manages contract preparation, administration, inspection, and quality assurance during construction phase of the project, ensuring compliance with contract specifications and negotiating changes to contracts.
- Develops project scope and terms of reference for planning and detailed design phases of traffic-related capital projects.
- Coordinates tender preparation, monitoring bid progress/status.
- Coordinates project construction phases and tasks of traffic signal, roadway illumination and other traffic control projects with local area municipalities, contractors, consultants and the public including administer and fully document all project activities.
