The Service Delivery Division provides income and disability assistance services online, by phone, or face to face in our communities. We strive to ensure our services are reliable, responsive, inclusive, and accessible to all British Columbians who need our support. Prevention and Loss Management Services Branch (PLMS) is dedicated to promoting the integrity of, and maintaining public confidence in, the BC Employment and Assistance Program. PLMS leads program integrity initiatives for the division and ministry including delivering prevention, loss management, service quality, and enforcement programs through a client centric lens. The branch is responsible for promoting service quality while also mitigating financial loss, detecting and preventing under-reporting and fraud, and investigating serious criminal offences.

The **Program and Policy Analyst** independently manages assigned program and policy development projects focused on the review and revision of existing Prevention and Loss Management programs and/or related legislation.

GRID 18 - JOB OVERVIEW (ENTRY LEVEL) - To support program development and policy analysis, policy advisory services and the evaluation of issues impacting the Ministry’s business by conducting research and analysis of issues.

GRID 21 - JOB OVERVIEW (INTERMEDIATE LEVEL) - To manage smaller policy/program development projects or portions of larger strategic policy or program development projects as assigned by a policy project lead.

GRID 24 - JOB OVERVIEW (WORKING LEVEL) - To support program development and policy analysis, policy advisory services and the evaluation of issues impacting the Ministry’s business by conducting research and analysis of issues.

**Job Requirements**:
Grid 18 Requirements:

- Degree in business administration, public administration, social sciences, or other related education or training and one (1) year of **related experience; OR**:

- Diploma in business administration, public administration, social sciences, or other related education or training and two (2) years of **related experience; OR**:

- An equivalent combination of education/experience.

**Related experience** must include each of the following:

- Experience participating in joint projects with internal and/or external stakeholders.
- Experience researching program and/or policy issues and conducting policy analysis.
- Experience using Microsoft Suite, including Word, Excel and PowerPoint.

Grid 21 Requirements:

- All grid 18 requirements.
- Experience managing small projects and/or project components of a larger project.
- Experience monitoring and managing the work of project team members.

Grid 24 Requirements:

- All grid 18 and 21 requirements.
- Two (2) years’ experience in leading large, complex program and/or policy projects, leading project teams, developing project deliverables, assessing progress, and taking/recommending corrective action.
- Experience providing program and/or policy advice and recommendations to management and/or executive in a public sector program delivery environment.
- Experience in conducting formal stakeholder consultations.

Preferences may be given to applicants with the following experience:

- Minimum of two (2) years’ experience working with the Integrated Case Management (ICM)
