Health & Safety Manager

Hammerstone Infrastructure Materials Ltd (‘’Hammerstone’’) is an industrial minerals company that owns and operates a limestone Quarry located in the heart of the Athabasca oil sands region in northeastern Alberta, about 60 km north of Fort McMurray. The assets of Hammerstone include approximately 750 million tonnes of limestone reserves within the ~3,400 acre footprint of the existing Quarry project, with over 50 years of production life. The company produces a wide variety of aggregate products including sub base, base and surface materials for construction purposes in addition to other higher value products such as concrete and drainage rocks. Hammerstone key customers are the major oil sands mining companies that are all within ~75 km of the Quarry. Other customers include general contractors and construction companies.
**Job Description Summary**
The Health and Safety Manager will be an integral member of the management team that will be responsible for developing and implementing health and safety plans, enforcing policies, assessing risk, and ensuring compliance with regulatory guidelines. He/She will conduct training, investigate incidents, and provide recommendations for improvement, aiming to create a safe and compliant workplace environment.
**Responsibilities**
- Manage the coordination of Emergency Response Team and acting as a key resource to partners and relevant authorities.
- Participate in the creation and implementation of the annual health and safety strategic plan and overall health and safety program.
- Monitor and report health and safety metrics and developing an annual Safety Plan with input from the operations and maintenance teams to ensure ongoing improvement of Health and Safety systems and performance.
- Coach, advise, and support operations and maintenance teams to develop an accident prevention culture.
- Ensure consistent delivery of the health and safety programs, including the implementation of policies, programs, and processes to report and improve existing occupational health and safety practices and incident investigations.
- Collaborate with the operations and maintenance superintendents and supervisors to implement proactive and preventive work safety solutions.
- Work in collaboration with the Operations and Maintenance superintendents to ensure compliance with Alberta Occupational Health and Safety regulatory requirements.
- Assist at assessing and implementing controls to eliminate hazards.
- Lead and facilitate participation of employees at safety meetings and joint health and safety committee meetings.
- Maintain current knowledge of safety trends and practices in the industry to adapt to changing safety environment.
- Identify and implement company best practices to create standards, Policies and Safe Job Procedures to continuously improve safety practices.
- Analyze metrics and review monthly incidents to understand trends and align resources to focus on key areas.
- Ensure compliance of Hammerstone Health, Safety Management System with all Alberta Occupational Health and Safety Regulations
- Maintain knowledge of relevant OH&S Acts, Regulations, industry best practices and other applicable legislation
- Provide guidance, direction, and support to all operational teams and Supervisors to ensure Hammerstone’s Health, Safety and Environmental Management System is fully implemented and maintained.
- Conduct daily audits to Inspect, investigate, and assess hazards in the workplace to ensure compliance with relevant legislation and communicate audit findings with operational and maintenance teams to ensure hazards are mitigated in a timely manner.
- Investigate all incidents, perform root cause analysis, recommend, and support the implementation of corrective actions.
- Complete incident reports and relevant data input into Health and Safety Management Systems (EHS Insight)
- Provide orientation to employees and contractors as well as collection and compilation of training records.
- Organize, develop, and implement Toolbox Talks, Safe Job Procedures, Job Hazard Analysis, emergency response plans, competency training programs and presentations on health, safety and environmental topics to operational and maintenance teams.
- Manage and keep updated the safety document database on the company intranet
- Manage and ensure compliance to the Hammerstone Contractor Management Program
- Plan, organize, schedule and conduct COR audits of facilities, work areas and equipment. Follow-up audit actions and mandate implementation to ensure all items have been completed on time and assist with removing any barriers to completion.
**Experience**
- A minimum of 5+ years of experience in a full time HSE role that involves managing, planning and implementing HSE processes and initiatives.
- Open pit mining, aggregate production, and construction industry experience is considered an asset for this role.
