**Job Description**:
**POSITION PURPOSE**
This position is responsible for overseeing YorkNet’s revenue management and expenditure control functions including establishing and monitoring revenue and expenditure policies, processes and procedures, managing and coordinating financial reporting, audit activities, banking, investments, taxes and contractual agreements; and leading and implementing continuous improvement of revenue and expenditure functions and related business processes and identifying business solutions that will benefit YorkNet

**MAJOR RESPONSIBILITIES**
- Collaborates/works with internal stakeholders and follows the corporate strategic leadership, planning and direction related to this function.
- Leads financial and policy analysis to support the development, implementation and management of YorkNet’s revenue and expenditure functions including policies, systems, processes and control procedures to ensure prompt and proper collection, recording and safe-keeping of funds due to YorkNet and the prompt and proper payment of YorkNet funds.
- Working with internal and external stakeholders, gathers data, stakeholder input and leads practices in the development and implementation of plans.
- Manages and monitors budgetary responsibilities including various funding and contractual agreements to ensure the Regions' obligations are met within the guidelines of the agreement, explores and supports funding and revenue opportunities and monitors and reports on those activities.
- Manages the development of policy advice and options, proposed strategies, process and system enhancements to ensure a robust and modern revenue management and expenditure control framework.
- Monitors and anticipates changes to the policy, regulatory and legislative landscape to ensure that business processes, procedures, practices and systems remain compliant and responsive to requirements and business needs.
- Leads the annual audit cycle for YorkNet, responding to issues identified by auditors and proposing solutions to the CFO.
- Oversees the development, monitoring and reporting of performance measurement frameworks, metrics and systems to assess YorkNet’s revenue management, expenditure control, and related business processes.
- Leads and coordinates research and analysis on revenue and expenditure issues including benchmarking information and comparative information from other municipalities and agencies.
- Analyzes and interprets data and information to determine gaps and identify course of action and future needs to support programs and initiatives.
- Manages the day to day financial and accounting activities in accordance with Regional policies, directives and practices, as well as applicable standards.
- Provides input to or prepares reports, briefing notes, presentations, statistics and analysis, for the CFO, YorkNet.
- Participates on committees, meetings, work groups and special projects, as directed.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
- Manages information in accordance with legislation and corporate standards.
- Performs other duties as required to meet Branch and Departmental objectives.

**QUALIFICATIONS**
- Successful completion of a University Degree in Accounting, Business, Finance or related field or approved equivalent combination of education and experience.
- Minimum five (5) years progressive experience in financial management with responsibility for operating and capital budgeting, accounting and financial reporting, program planning, internal controls and business process design and demonstrated minimum of two (2) years of direct supervisory experience.
- Completion of a professional accounting designation program (e.g. CPA) and good standing as a certified professional accountant with the appropriate Ontario Association.
- Demonstrated experience in financial planning, reporting, and analysis with attention to detail.
- Demonstrated knowledge of and ability to interpret and explain relevant regulations, guidelines, procedures, standards and legislation.
