**Job Description**:
**POSITION PURPOSE**
Reporting to the General Manager, YTN Telecom Network Inc.(YorkNet), is responsible for managing the planning and delivery of fibre optic capital funded projects to build new network, as well as maintaining the existing plant infrastructure, including the preliminary design, coordination of designs, creation and monitoring of schedules, planning and tracking contract performance to include billing against budget and contract, creation and monitoring of budgets, responsible for capital work plan tracking, maintaining data for the development of KPIs and contributing/collaborating with the YorkNet team to capture network and asset management data.

**MAJOR RESPONSIBILITIES**
- Works with the General Manager to develop strong entrepreneurial approach to the vision and strategy, fostering and cultivating positive stakeholder relationships including relationships with external and internal stakeholders.
- Develops and manages relationships with external stakeholders (Hydro utilities, Metrolinx and Municipalities) for permitting and construction activities and Right of Way management including OneCall, locates and pole access.
- Manages the forecasting of in year and future year construction projects.
- Responsible for construction/contractor budgets and statutory releases under Construction Lien Act, identifies opportunities for savings and efficiencies in operations.
- Identifies construction and projects based budget requirements including 4 year operational and 10 year capital budget for YorkNet, coordinates and plans with CFO/YorkNet financial team the annual capital and maintenance budget for the network.
- Manages the implementation of process improvements and special projects.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
- Performs other duties as assigned to meet Corporate and Regional objectives.

**QUALIFICATIONS**
- Successful completion of a University Degree in Civil/Electrical Engineering from an accredited university or approved equivalent combination of education and experience.
- Minimum of seven (7) years’ experience in any or all aspects of planning and delivery of fibre optic capital funded projects to build new network and/or maintaining the existing plant infrastructure, business planning and financial management activities along with complex project management experience with demonstrated commitment to quality and process a, and demonstrated three (3) years of supervisory experience.
- Ability to read & comprehend Engineering drawings & specifications, Fibre planning and asset management tools, Mapping tools with a thorough knowledge of industry standards for placement of fibre cable
- Demonstrated experience with large complex and multifaceted projects and agreements, combined with sophisticated/proven negotiation skills and experience.
