**System Excellence Division**
System Excellence is responsible for the areas of teaching and leadership excellence and provincial assessment. This includes certification of all teachers, principals and superintendents in the province; developing and implementing professional practice standards; and conducting practice assurance in relation to the teaching profession. System Excellence division also develops, administers, marks and continually improves Alberta’s provincial assessments, including the Provincial Achievement Tests (PATs), Diploma Exams (DIPS), and Literacy/Numeracy Assessments.

**Role Responsibilities**:
Reporting to the Director of the Investigations and Governance Branch, the Governance Specialist is responsible for the management of the Executive Secretariat role for the, Certification Appeal Committee and teacher discipline committees established under the Education Act. The Governance Specialist is also responsible for public member appointments for teacher discipline committees established under the Teaching Profession Act in Alberta, and public members appointed under the College of Alberta School Superintendents Act. Finally, this role includes overseeing the appointment process for members to all the aforementioned committees established under the Education Act and the Certification of Teachers and Teacher Leaders Regulation, as well as the Board of Reference.

The Governance Specialist, acting as an executive secretariat serves, four functions in this role:
1. Ensures the strategic management of appointments completed to committees/boards established in accordance with legislation
2. Assists with legal and policy consultation to ensure the review and compliance of legislation relating to board appointments is current and aligns with GoA policy
3. Develops and operationalizes an orientation process for all committees/boards annually
4. Administrates hearings, appeals, and resolution processes established under the Education Act and the Certification of Teachers and Teacher Leaders Regulation as required.

**Responsibilities**:
1. Administrate and or oversee appointment processes as the executive secretariat for all committees/boards established in current legislation that Teaching and Leadership Excellence Sector is responsible for. This management services and supports a number of committees/boards established related to teacher discipline and teacher certification.
2. Within the Executive Secretariat Role, consult with Legal Services, Legislative Services and Alberta Governance Secretariat to ensure Within the Executive Secretariat role, administer hearings, appeals and resolution processes.
3. Serve as the secretariat at hearings ordered by the Registrar and appeal hearings requested by appellants. Ensure materials are prepared and disclosed into parties involved in hearings and appeals in accordance with procedural fairness principles. Each board and committee comply with the appropriate legislation.
4. Provide support in achieving the mandate, goals and operations of the Branch, Division and Ministry. Prepare briefing papers, action request responses and draft correspondence for the Minister and other senior Ministry representatives; provide advice for issues with implications for the Ministry.
