As a Program Planning & CM Specialist, you will be a key member to support the CS governance structure, which leads the development and implementation of Children’s Services initiatives across delivery and program areas. This CS Governance is aligned to the Strategic Planning and Reporting Framework.

You will fulfill a critical role in working with Portfolio leads, Project Managers and program leads to support program/project managers in the planning, integration of CS project management processes to document, monitor and align CS change initiatives. You will fulfill the mandate of CS governance committees and CS Portfolios, including facilitating and documentation decisions and direction, and support quality assurance and ongoing continuous improvement.

The Program Planning and Change Management Specialist will work with program areas and project teams across Children’s Services, to assist with change management and knowledge activities to support implementation of high priority and time sensitive projects and portfolio initiatives. This role will assist in monitoring and tracking of Ministry priorities and recommendation progress.

Main responsibilities include but not limited to:

- Project Change Management and Planning;
- Leads the development of change management/implementation of plans and continuous improvement of project change management practices,
- Ensures meaningful and useful information and analysis are provided to the Leadership level on project governance, alignment with strategic outcomes, performance, capacity, budget, risk and stakeholder engagement,
- Establish, build and maintain effective relationships with key stakeholders, including project leads, senior leadership and other corporate areas, to facilitate strategic, evidence-based decision-making across the Ministry,
- Support program areas and services delivery in providing options and recommendations related to Ministry service delivery system improvements,
- Support to Senior and Executive Management in achieving the mandate and goals of the Ministry.

**Qualifications**:
University graduation in a related field plus 2 years progressively responsible related experience; or the following equivalencies maybe considered.

**Equivalency**:Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education

Preference will be given to those who have experience in:

- Overall awareness of Ministry legislation and regulations.
- Communication skills and training on difficult conversations, facilitation, leadership, etc.
- Developing, evaluating, implementing policy initiatives, programs and services.
- Demonstrated capacity to build effective partnerships with internal and external customers, clients, staff and stakeholders essential to this position.
- Strong planning, analytical, issues management and consultative skills are required.
