**Role Responsibilities**:
As partners in providing Albertans with access to effective and affordable drug benefit coverage and pharmacy services, the Pharmaceuticals and Health Benefits branch provides leadership in the development and implementation of initiatives that involve Alberta's publicly funded drug programs.

This position supports the operations of pharmaceutical programs sponsored by the Ministry of Health (Alberta Blue Cross non-group, seniors, palliative, etc.). The position assists in the planning, researching, analyzing and handling operational issues including the identification and delivery of initiatives that will enhance the drug programs in Alberta (e.g., drug pricing policies; drug utilization reviews, pharmacare implementation). The position provides direct support on collaborative initiatives with other jurisdictions, responds to public queries about the programs and assesses issues related to claims, and supports effective management of the Alberta Blue Cross contract.

Reporting to the Director, Professional and Industry Relations, the Pharmaceutical Program Specialist works within the framework defined by existing department and GOA policies, program processes and standards, enabling agreements and legislation, as well as the operational plans of the Branch.

**Research and draft documents to support operations of Alberta Health Drug Programs.**
- Assess data and evidence to inform the development of program options and support listing decisions
- Conduct program performance evaluation by monitoring and tracking utilization of program services and coverage
- Consolidate and analyze information across several sources to generate reports on program trends
- Respond to operational queries and clarify business rules / interpret policy as needed
- Identify opportunities for streamlining that would improve the patient experience and analyze their impact
- Contribute to the preparation of drug listing updates and decision documents
- Facilitate price policy execution

**Role Responsibilities continued**:
**Provide information, analysis and advice that contributes to branch operations in line with operational plans to support achievement of goals and targets.**
- Analyze and evaluate data and other information on drug policy, program practices, and audit/evaluation process across other jurisdictions.
- Prepare quality responses to requests for letters or briefing notes in Action Requests that meet due dates
- Participate in the Requests for Proposals and participate in the assessment of submitted proposals
- Prepare and administer contracts for specific initiatives or grants
- Assist in the development of research reports, briefing notes, and other types of documents on advanced education issues, policies, and programs

**Develop and maintain program-related information for the department and provide updates on the status of the publicly funded drug programs in Alberta.**
- Support the development and reporting of department performance measures.
- Develop status/profile reports on the publicly funded drug programs, including inter-provincial comparisons, trends in cost and enrollment, and the impact of policy decisions.
- Identify emerging issues and trends in advanced research and guidelines and their potential impacts on division policies and programs.
- Seek out, critically review, and synthesize new and existing literature on drug programs and policy from a variety of sources (e.g. academic journals, administrative publications, government studies, books, newspapers.)

**Liaise with other branches, divisions, ministries, and governments to support frameworks for environmental scanning, program development and re-design and research and analysis.**
- Disseminate information to appropriate managers to support informed decision-making
- Effectively communicate and collaborate with other branches, divisions, ministries, and governments in conducting research and analysis to ensure thoroughness and consistency in the development of programs and initiatives affecting publicly funded drug programs.
- Represent the branch's perspective on various committees, teams, and working groups.
