50% Accounts Payable Operations: Provide leadership and direction for the accounts payable functions and maintenance of internal controls. Develop procedures, standards, operational plans and recommend policies and revise forms ensuring effective utilization of resources. Assess the effectiveness and efficiency of current accounts payable systems and processes. Propose recommendations and implement change strategies and system revisions. Manage the Accounts Payable activities to ensure the efficient and accurate processing of invoices, expense claim reimbursements, contract payments and direct deposits. 10% Vendor Maintenance: Review the setup of new, or changes to existing vendors ensuring appropriate controls over vendor maintenance to address the associated risks. 15% Compliance: Responsible for ensuring compliance of all employee expenses with Travel, Hospitality and Working Session Expense policy. Develop and provide training to employees including Managers and Executives to understand the policy. Ensure appropriate procedures for follow-up with approvers of non-compliant expense claims. Manage the Purchasing Card (P-Card) Program. 15% Monthly Review/Analysis: Review various account reconciliations specific to accounts payable and accrued liabilities and perform analysis of the accrued liabilities ensuring proper month and year-end cut of expenditures. Review contract payments to ensure they are processed in accordance with signed agreements. Coordinate with Legal to ensure that contracts are current and valid. Review monthly journal entries for accruals, allocations, expense transfer and coding corrections. 10% Human Resources: Provides direction, guidance, training to Accounts Payable staff. Promote staff development to ensure required level of expertise is maintained.

**Required Qualifications**:
Post secondary Accounting diploma or Major in Commerce / Business required. Accounting Designation: CPA required. Minimum 5 years in accounting setting required, with progressive supervisory experience.

Knowledge of ORACLE financial system desired. Experience in health care sector desired. Experience in an automated information system environment desired.
