Qualifications:
Essential:

- Completion of post-secondary degree preferably at Master’s level in a relevant social sciences discipline, such as Public Administration, Political Studies, Labour Studies, Economics, or Finance. An equivalent combination of education, training, and community experience may be considered.
- Strong interpersonal skills with the ability to develop and maintain strong working relationships with internal and external stakeholders in a diverse environment.
- Strong verbal communication skills with the ability to communicate clearly and concisely with senior leaders and officials, external stakeholders and members of the public.
- Strong written communication skills, which includes experience preparing and editing a variety of finished decision documents for senior leaders such as briefing notes, treasury board submissions, reports, proposals, policy positions, and/or background papers.
- Strong research and analytical skills with experience in policy or program development and evaluation.
- High level of political acumen for navigating sensitive and confidential issues with tact and diplomacy.
- Experience in project leadership including demonstrated problem-solving and decision making skills on complex issues.
- Financial management and budgeting experience.
- Strong organizational and time management skills to work under pressure, and manage multiple priorities in tight timeframes.
- Proficiency with Microsoft Office programs (Word, Excel, PowerPoint, Outlook and Power BI).

Desired:

- Knowledge of and/or experience within the early learning and child care sector.
- Experience working with Indigenous Governing Bodies, communities and/or service providers.

**Duties**:
Reporting to the Director of Workforce Development, The program coordinator leads the Certification and Training Supports team, responsible for certification of Early Childhood Educators and classification of Child Care Assistants in Manitoba, as well as the administration of training grants. This position leads strategic initiatives related to workforce policy and program development, supporting Manitoba’s delivery of commitments under the Canada-Wide Early Learning and Child Care Agreement.
