Working as an agent for Council, ELT, and the Branch Manager, and reporting to the Manager, Housing Policy and Homelessness, the Program Manager contributes to the City’s Housing vision by leading, managing and implementing affordable housing policy, planning and research, and homelessness initiatives. As a member of the Affordable Housing and Homelessness Leadership Team and operating within a collective leadership accountability, the role is focussed on creating the conditions for success to achieve the outcomes of the Affordable Housing Strategy approved by Council, in addition to other priorities and direction of the Section. This role is accountable for the work of a team whose mandate is to ensure the City of Edmonton has systems and processes for identifying the current and future housing needs of Edmontonians, developing new policies and procedures that govern the City’s role in affordable housing and making recommendations to senior leadership and Council regarding the provision of affordable housing and strategies to reduce the individual and collective burdens of homelessness on Edmontonians. Affordable housing and homelessness are identified as one of two of City Council’s key transformative initiatives and requires seasoned management and leadership to ensure its success.

- Manage and direct a team to lead housing and social policy development, planning and research, and implementation
- Lead a research program to develop information on housing need/demand, affordable housing best practices, and emerging approaches for municipal involvement in affordable housing and homelessness
- Monitor the affordable housing priorities of the provincial and federal governments and recommend strategies to best align City priorities
- Lead policy development, policy implementation, and strategic planning initiatives to meet housing need/demand
- Provide planning analysis, expert technical advice and recommendations in areas ranging from the roles of the various levels of government in housing to responding to housing project proposals seeking municipal capital or operating subsidy assistance
- Support evidence based decision making for the Section and the Branch using program accountability and performance measurement and advanced research, data analysis, and evaluation tools
- Build and manage strong relationships across the Branch, Department, other areas of the City and key external stakeholders (EPS, Homeward Trust, indigenous stakeholders, homeless-serving agencies, etc.) to ensure alignment and support an integrated service delivery model
- Supervise professional staff, co-op students and consultants
- Other related duties as required

**Qualifications**:

- Postsecondary education in a related field such as Planning, Business Administration, Public Administration, Finance, Social Work, Political Science or other related studies
- An MBA or other Masters Degree in a related field would be considered an asset
- Certification or coursework/training in strategic planning; financial management; public administration; project management(PMP); performance measures and analytics; change management; or other leadership training would be an asset
- Professional membership or eligibility for membership is an asset e.g Canadian Institute of Planners
- Minimum seven years of progressively responsible, professional experience in the policy, planning, public service, or homelessness serving sectors
- International experience and/or education are welcomed
- Demonstrated experience leading and managing, change, building organizational talent, and empowering resources to achieve outcomes
- Experience managing multi-disciplinary teams accountable for large, politically sensitive and complex projects and processes, in a fully integrated system
- Proven track record of strong fiscal management, business planning and continuous improvement
- Critical thinking skills and an ability to challenge existing processes
- Ability to analyze complex technical information and translate it into products that are easy to understand for decision makers
- Proven planning and organizational skills to manage program/project delivery
- Excellent conflict resolution, facilitation, and negotiation skills with experience in solving complex and sensitive issues
- Excellent verbal communication and interpersonal skills, with an ability to interact well with a diverse group of executives, colleagues, staff and citizens
- Strong written communication and presentation skills, including report writing
- Human Resources experience including recruitment, coaching, performance development and management, and working with Unions, managing and resolving labour
