The Program Manager is primarily responsible for the management of Street Outreach and Edmonton City Centre Outreach team of workers and ensures the daily implementation of the BSCS vision. The Program Manager works to provide leadership in a manner that increases potential and capacity in personnel, operations, and community settings. The Program Manager responds to emergent needs within the community to ensure that the program achieves the service outcomes and objectives in an efficient manner.
Edmonton City Centre (ECC) Outreach is a program and partnership between Boyle Street Community Services, Paladin Security, and City Centre Mall wherein outreach will work in tandem with Security agents at the mall. The purpose is to work collaboratively with ECC’s security team to reduce the risk of negative interactions and outcomes between the community and security team. The outreach team will create a co-learning environment for the agents, businesses, and patrons of ECC.
Street Outreach supports people who are experiencing homelessness/houselessness and actively sleeping outside in structures and/or encampments. The focus of this team is to provide supports to those who may not have supports elsewhere, and to bridge the gap of resources to them.

**Key Areas of Responsibilities**:
**Operational Management**
- Manage program operational cycle and service delivery to achieve program goals and outcomes.
- Works in collaboration with Human Resources to recruit and onboard new program personnel.
- Ensure implementation of leading practices and safety protocols.
- In consultation with staff, assess and develop infrastructure, framework and key processes that will ensure that best practices, scope of responsibility and quality programming are clearly outlined and followed.
- Engage with community resources to represent, discuss and / or establish collaborations, partnerships, or other services with a view to improve services to community members
- Develop, implement, and evaluate program policies and procedures
- Ensure accreditation standards are met and implement changes as necessary
**Staff Supervision**
- Support program workers, coordinators, and supervisors in their role by observing performance, recognizing successes, providing constructive feedback and maintaining appropriate documentation.
- Arrange and support direct reports through bi-weekly to monthly supervision sessions.
- Debrief and follow-up critical incidents and/or crisis situations in conjunction with Program Supervisors, as required, to provide support, ensure proper protocol was followed and minimize future incidents.
- Perform other sundry duties as required
**Administration**
- Maintain accurate and current financial records, which adhere to agency financial practices.
- Manage budgets, multiple funder requirements and reporting deadlines.
- Ensure that all information regarding service delivery is developed, managed and reported in a timely manner.
- Prepare required reports and annual budget projections for effective and efficient program planning and ongoing review
- Proof-read and evaluate all Critical Incident Reports
- Acts as delegated spokesperson on issues related to Street Outreach and ECC Outreach for education and advocacy purposes.
- Coordinate and facilitate meetings, presentations, and events for the Program
- BSCS is more than a workplace. It is a community where everyone helps and contributes to the whole, and there is an expectation that all employees will take part in events (during the work week and occasionally during weekends and evenings). This includes fundraising campaigns, running community meals, medicine picking etc.
**Education, Experience & Skills**:
- Post Secondary Degree in a relevant field of study is preferred
- Minimum 3 years in a leadership/management role and at least 2 years delivering community services
- Experience networking with a range of partners and stakeholders
- Demonstrated and effective leadership skills including performance monitoring and time management processes
- Capable of accurate assessment of an issue and takes appropriate action to resolve workplace related issues/problems and conflict in a timely manner.
- Mental resiliency and an aptitude for problem solving will be beneficial when working in a stressful environment with challenges and risks.
