Program Manager, Workspace Planning

Integrated Infrastructure Services (IIS) Department works with a vision of inspiring trust among citizens and Council in our commitment and ability to deliver quality infrastructure. This Program Manager position is focused on work space planning - creating spaces that support productivity, foster creativity and collaboration and enhance employee well being. You will provide leadership, guidance and oversight to a team of project managers and coordinators, as well as, manage the development of your own projects. A Program Manager in this portfolio can expect to work with City of Edmonton internal Business Partners from all departments.
With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:
- Develop strategies to ensure the efficient optimization of City work spaces
- Manage a team of Project Managers and Project Coordinators to deliver a series of projects on time, on budget and within scope
- Act as Project Manager on specific complex projects
- Monitor and manage overall risk to the program/projects as well as to the City and its reputation
- Ensure the use of project management systems and best practices to deliver projects efficiently and effectively by using the City’s Project Management Reference Guide along with the City’s Project Management Information System
- Oversee the development of comprehensive communication and stakeholder engagement plans for programs of work
In addition, you will be responsible for the following:
**Work Space Program and Project Management**
- Foster holistic approach to workspace planning through policy and process development
- Lead key aspects of workspace planning including: needs assessments, space allocation, layout design and furniture selection
- Oversee furniture requests and vendor contract management for reconfiguring of spaces, repairs and replacement of furniture
- Create, leverage and maintain strategic relationships necessary to advance the goals and objectives of programs/projects
**Leadership**
- Mentor and coach staff; and foster a culture of collaboration and networking amongst project teams, across the corporation and beyond
- Ensure project managers and project coordinators are empowered and have the competencies, tools, and equipment required for them to perform their roles
- Hold project teams accountable for the key deliverables throughout the lifespan of a project and ensuring that processes and policies are being adhered to
- Develop and implement staff performance development and management plans. Conduct recruitment and selection processes. Manage staff issues and disciplinary actions and processes
- Provide leadership in safety and environmental programs
- Lead, establish and exemplify the desired culture that supports the IIS Vision and Mission as well as the Corporate Leadership Principles
**Communication and Engagement**
- Develop and implement communication plans and engagement plans for a variety of audiences ranging from City Council, Senior Leadership and front line staff; act as a spokesperson
- Participate in and facilitate the mediation of complex issues related to contractors, consultants and other stakeholders; participate in design and construction meetings
**Qualifications**:
- Bachelor’s Degree or Diploma in a related field such as Interior Design, Architecture, Planning, Project Management or Business
- Minimum 8 years progressively responsible team and program or project management experience with a Degree
- Minimum 10 years progressively responsible team and program or project management experience with a Diploma
- Coursework or training in project management; work space planning, financial management; or other leadership training is an asset
- Comprehensive understanding of planning and design processes Strong program/project management skills including an understanding of project management methods and techniques (PMBOK best practices)
- Demonstrated experience leading Project Managers and multi-disciplinary teams in the delivery of projects
- Strong contract management skills including selection process, claims management and performance evaluation
- Proven planning, organizational and problem solving skills
- Experience developing and implementing communications and engagement plans
- Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
- Strong verbal and written communication skills, including report writing and presenting
- Demonstrated ability and willingness to develop strong, strategic, relationships and deliver work in a collaborative, integrated manner
- Experience managing and working with external consultants
- Working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act, etc.)
