Job Responsibilities

(Internal Title: Contract Administration and Procurement V)

  1. Direct and lead GO Expansion throughout the lifecycle of all contracts/projects, ensuring effective and efficient commercial policies, procedures, and best practices are in place.
  2. Provide guidance and leadership in the development of procurement documents and contracting structures; oversee and develop strategies for contract negotiations and governance.
  3. Lead the development and implementation of commercial management plans and strategies to maximize funding opportunities while minimizing risk to the client.
  4. Lead a commercial team and interface with technical team members and other stakeholders for the development and successful implementation of commercial strategies.
  5. Identify emerging commercial hot topics, issues, and risks; report contractual claims and lead the management and resolution of legal and/or commercial disputes.
  6. Responsible for the development and implementation of comprehensive strategies, methodologies, tools, and techniques for commercial management excellence.
  7. Undertake commercial activities to support the GO Expansion program with respect to commercial management of advanced works, target price, actual costs management, and mobilization and integration.
  8. Initiate dialogue to create a collaborative, transparent, and constructive relationship with contractors.
  9. Review existing processes and procedures and assess their viability to provide controls and information during the life of the target cost implementation period.
  10. Building capability by sharing skills, knowledge, and experience.
  11. Lead the resolution of issues of corporate significance to protect commercial reputation.
  12. Oversee commercial management services in areas of contract administration, procurement services, and claims management.
  13. Organize commercial services activities per the mission and goals of the contract, project, or program.
  14. Create and manage short and long-term commercial management services goals and success criteria.
  15. Draft an operating and delivery plan along with a budget for the required commercial services.
  16. Exercise authority in managing the work and controlling the delivery of the services.
  17. Manage a team in the area of commercial management or combined services.
  18. Direct and supervise team dynamics and performance-related issues.
  19. Liaise with applicable representatives on team performance and commercial strategies.
  20. Outline the human and material resources required to complete assigned contracts and projects successfully.
  21. Identify risks, implement mitigation strategies and contingency plans.
  22. Track, monitor, and report performance against commercial requirements, contractual deliverables, schedules, milestones, budgets, quality measures, and KPIs.
  23. Evaluate commercial performance and effectiveness by consulting with clients and project staff.
  24. Engage in ongoing quality control and participate in issue resolution for the project.
  25. Monitor and manage commercial staff focused on project performance objectives.
  26. Provide training to other members of the project team.
  27. Define the success criteria and disseminate them throughout the contract, project, and program life cycle.
  28. Recommend and interpret project and program expectations.

Qualifications Required

Experience: Minimum of 18 years of experience in Project Management.

Education: Bachelor’s degree in relevant field of Construction, Engineering, Project Management, Business Administration, Finance, Logistics or Supply Management.

Licenses OR Certifications: Holding recognized certification in specified fields of Engineering, Contracts Management, Program Management, Procurement Management, or Project Management.
