POSITION TYPE FULL-TIME
The Department of Indigenous Economic Development is looking for qualified candidates to join their team in the following positions:
- Executive Director, Consultation and Agreements
- Executive Director, Indigenous Business Development
The Executive Directors will lead teams that support transitional, multi-year, whole-of-government policies, setting the strategic direction of research and analysis, development, evaluation and reporting to ensure delivery of the Department’s policy agenda and initiatives within policy and regulatory frameworks representing all governments that represent and are related to Indigenous people.
Position Overview
The Executive Directors will:
- Build a respectful workplace culture that promotes diversity, learning and continuous improvement. Directly manage a team of staff to achieve departmental objectives. Allocate work, support staff development, and monitor performance.
- Lead short and medium term financial, human resource and business planning for the organizational unit within allocated resources and consistent with department and divisional goals. Contributes to longer-term planning for the department of Indigenous Economic Development. Ensure all employees understand how their work connects to the department and government objectives.
- Direct the management of the human and financial resources to deliver on operational and strategic mandates, ensuring the appropriate allocation of resources to maximize efficiency. Direct the preparation of authority seeking documents and/or ministerial correspondence.
- Establish collaborative relationships with a variety of internal and external stakeholders.
- Develop and implement accountability mechanisms that include evaluation, performance measures, and reporting. Monitor performance measures and outcomes, take corrective action where required, and report to senior leadership.
- Support the Deputy Minister and Assistant Deputy Minister by providing strategic options, comprehensive policy advice and recommendations using internal and external expertise.
- Support alignment with government objectives, appropriate governance, and transparency in reporting outcomes and financial results.
The Executive Director, Consultation and Agreements will:
- Establish strategic relationships and negotiating/administering comprehensive settlement agreements relating to adverse effects of hydroelectric development, land transfers and self-government agreements with Chiefs and Councils from 63 First Nations in Manitoba as well as leaders from the Manitoba Metis Federation and other political Indigenous organizations.
- Oversee and lead the Provinces legal obligations to consult with First Nations, Metis, Inuit and local Indigenous communities regarding any proposed provincial law, decision or action that may adversely impact Treaty or Aboriginal rights.
The Executive Director, Indigenous Business Development will:
- Lead the development and success of new programs that drive growth in Indigenous economic development in Manitoba and close gaps for Indigenous people.
- Lead a team responsible for conducting complex multi-sector research and critical analysis, developing and providing briefings and recommendations, and monitoring, evaluating and/or implementing initiatives related to Government of Manitoba priorities with respect to advancing Indigenous economic development.
Skills, Knowledge, and Abilities
Success in these roles requires a strong leader with the ability to work in a changing environment which requires both strategic thinking and leadership skills. We need results-oriented, high performers who motivate others. The Executive Directors must exercise good judgment in problem solving skills and making decisions.
The successful candidates will possess the following selection criteria:
- Experience related to Indigenous relations, economic development that may be complemented by or demonstrated through education in finance, commerce/business or public administration, intergovernmental relations, and/or economics.
- Experience building relationships with Indigenous Peoples, working to improve their lives through policy and/or programs, and implementing the principles of reconciliation.
- Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop and build organizational capacity for the future.
- Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
- Management experience with responsibility for human and financial resources.
- Strong financial acumen with experience in budgeting and financial management.
- Experience with strategic performance management and reporting.
- Strong verbal and written communication skills with experience managing complex, high-level internal, government-to-government as well as external stakeholder relationships.
- Excellent political acumen demonstrated through experience providing strategic advice to senior leaders on navigating and resolving sensitive and contentious issues using diplomacy and tact.
- Experience providing leadership and direction in the design and implementation of legislation, policies and programs.
