Job Duties

  • Ensures quality of care, dignity and safety of all persons accessing supports
  • Ensures a work culture of inclusion, partnership and respect
  • Leader to the Agency of approximately 350 employees, and direct supervision of the director team
  • Develops and implements an annual operational management plan, in collaboration with the senior management team, that supports the strategic directions for the organization, as supported by the Board of Directors
  • Oversees the budget preparation, ensuring fiscal responsibility and effective resource management, and in partnership with the finance leader, presents the budget to key stakeholders
  • Accountable for the Agency’s health regarding performance management, resource planning, training and development, succession planning, recruitment, and team building
  • Monitor and evaluate the results achieved by the Agency against defined key performance indicators and quality indicators in the areas of service delivery, finance, human resources, information and operations, and ensure to apply corrective actions when required
  • Ensures that internal policies and procedures are in place to support operational excellence, and compliance to legislative, regulatory, and contractual obligations as well as minimizing risk
  • Represents the Agency in the community at public functions, conferences and committees                                        
  • Develops and maintains communication with partner agencies and organizations in the community and sector
  • Serves as ex-officio member of all standing committees of the Board, ensuring meetings are appropriately documented
  • Keeps Board fully and appropriately informed of agency activities by providing written and verbal reports in a format and with content appropriate to the requirements of the Board
  • Assists the board and its committees in the development of Board specific policies and the agency’s strategic plan
  • Prepares background information on issues as required by the Board related to planning, policy, monitoring quality and ensuring financial stability
  • Informs the Board of local, provincial and federal government policies and/or initiatives that affect the organization
  • Identifies requirements in legislation and regulations that pertain to the organization and ensures compliance
  • Will act as an advisor to CLH Foundation and will participate in planning and activities, as required
  • Maintains appropriate insurance policies and coverage and informs the Board of situations that could potentially create liabilities for the organization
  • In partnership with the Human Resources Department, oversight of full employee lifecycle in accordance with the Agency’s policies and practices and professional standards and ensuring all staff have proper orientation and training 

Job Requirements

  • University degree in a related field (relevant postgraduate degree would be an asset)
  • Eight (8) years or more managerial/ supervisory experience
  • Public sector experience required
  • Sector experience in the field of developmental services, mental health, child services preferred
  • Knowledge of best practices in the fields above
  • Demonstrated leadership, organizational, administrative and interpersonal skills
  • Experience in program planning, development and evaluation
  • Experience in change management and strong conflict resolution skills
  • Ability to effectively relate to senior government and other officials
  • Experience in budgeting and financial control and ability to apply this knowledge
  • Experience, aptitude and willingness to work with volunteer governance Board
  • Excellent written and verbal communication skills along with strong computer literacy to manage the organization
  • Demonstrated experience coordinating strategic and engagement-planning initiatives
  • Sound analytical thinking, planning, prioritization, and execution skills
  • Sound understanding of risk management coupled with strong business acumen
  • Experience working in a unionized environment and in collective bargaining

Work Conditions

  • Flexible hours, including nights, weekends, and holidays
  • Occasional travel
  • Work is hybrid – three (3) days a week in an office environment
  • High levels of stress and pressure
