POSITION sUMMARY

The Procurement Officer acts as an authorized agent for the College under the general direction of the Associate Director of Procurement. Their role involves ensuring the best value for money spent on supplies, materials, equipment, and services. The officer is responsible for managing all competitive sourcing activities and the sourcing process, including needs analysis, strategy, benchmarking, vendor identification, and implementation of rules, regulations, and policies. This role requires a high degree of professionalism and a proactive approach from the initial customer request throughout the procurement process.

The Procurement Officer is accountable for ensuring fair and open procurement competitions, assisting in the development and administration of purchasing policies and procedures, and delivering purchasing services with a customer service orientation. They must also ensure compliance with College policies, Broader Public Sector (BPS) Procurement Directives, Trade Agreements, Purchasing Management Best Practices, and Professional Ethics.

The Procurement Officer will consult with internal clients to identify needs, investigate suppliers and products, prepare Request for Solicitations (RFx), administer the competitive procurement process, and prepare and review contracts. Additionally, will negotiate terms and conditions with suppliers and manage supplier performance.

Qualifications

Education and Experience:

  • A minimum of a 2-year diploma in Purchasing/Supply Management, or an equivalent combination of education and experience.
  • A Professional Designation in Supply Chain Management Professional (SCMP) or completion of the OPBA Principles Certificate Program.
  • A minimum of 1 year of experience in effectively using the Purchasing modules of an Enterprise Resource Planning (ERP) system.
  • A minimum of 5 years of practical experience in procurement in the public sector environment is required, with direct, current, and progressive experience in procurement responsibilities, including creating RFX documents, supplier sourcing, commodity management, pricing and negotiations. 

Other Required Qualifications:

  • Familiarity with Canadian Construction Documents Committee (CCDC) documents for construction projects is required.
  • Experience in managing a wide variety of competitive processes for both small- and large-scale projects. 
  • Ability to interpret and articulate trade agreements, tendering law and BPS Directive.
  • Progressive procurement experience with the demonstrated ability to assess and determine appropriate procurement strategies and documentation and effectively conduct bid/proposal analysis/evaluation.
  • Experience working in a complex environment with diverse spend categories and proven ability to adapt and manage projects in a changing environment.
  • Demonstrated ability to identify opportunities to enhance efficiencies, promote bid competition, and lower contract costs through procurement.
  • Contract management, dispute resolution, data analytics experience including interpreting data and making recommendations, collaborating with cross-functional teams.
  • Strong communication skills, verbally and in writing, with all levels of client and supplier personnel, as well as excellent negotiation skills.
  • Ability to work independently and within a team.
  • Strong analytical, interpersonal, and organizational skills.
  • Experience using eProcurement, eSourcing systems such as Bonfire or MERX.
  • Intermediate level in MS Excel, Word, and PowerPoint. 

The successful incumbent must have the ability to work from a remote environment, within Ontario, with reliable internet access and adhere to the college’s telework policy, as required. The candidate may also choose to work from any St. Lawrence College campus in a hybrid capacity.
