MOSAIC has been actively involved with the Burnaby Division of Family Practice as well as the Burnaby Primary Care Network in support of MOSAIC’s advocacy as well as services supporting newcomers’ ability to access culturally appropriate healthcare. MOSAIC has been selected to run the Patient Medical Home Priority Population Clinic in the Burnaby Edmonds area to support four target populations: newcomers and refugees, mothers and babies, homeless or under-housed individuals, as well as individuals with complex mental health needs. The clinic is expected to operate as a team of family doctors, nurse practitioners, administrative staff as well as Allied Health staff.

POSITION FUNCTION:

The Medical Director oversees and provides clinical leadership to the MOSAIC’s Patient Medical Home Priority Population Clinic (“Clinic”) clinic physicians and nurse practitioners, and the overall delivery of health care services, such as diagnosis and treatment. In conjunction with the Clinic Director (Administration), this position is accountable for achieving stated outcomes in alignment with MOSAIC’s strategic plan, policies, and priorities, as well as in alignment with the Burnaby Primary Care Networks (PCN) Steering Committee vision for integrated health care for vulnerable populations in the City of Burnaby. The Medical Director serves on the Burnaby PCN Steering Committee and helps articulate the vision and plans for integrated health care model in Burnaby.

KEY DUTIES AND RESPONSIBILITIES:

  • Applies superior conflict resolution skills and expertise to persuade and negotiate effectively in the development, management and evaluation of patient service delivery, inter-relationships, and service potential within a complex environment.
  • Work closely with the Clinic Director and Clinic Manager to establish processes or procedures to engage Physicians and Nurse Practitioners and improve patient care.
  • Maintain a working knowledge of best practices in medical governance as well as MOSAIC’s obligations in terms of compliance with applicable Acts.
  • Uphold the shared responsibility of creating lasting and meaningful reconciliation in Canada as per the Truth and Reconciliation Commission (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • Identifies potential liability issues and legal problems within the clinic and provides advice for specific cases/files to the Clinic Director, PCN Steering Committee, and/or Legal Counsel, as required.
  • Administration
    • Effective Delivery of Clinical Services
    • Ensures that Clinic physicians and Nurse Practitioners deliver services appropriately within the remit of MOSAIC’s Patient Medical Home.
    • Quality and Utilization Monitoring/Improvement
    • Ensures physician members and nurse practitioners (PCP) of the clinic are engaged in multidisciplinary quality improvement and utilization management activities within the clinic.
    • Ensures the PCPs are engaged in reviews of and activities regarding expected standards of medical practice.
    • Investigates complaints regarding care provided by PCP working in the clinic, in collaboration with the Clinic Director when appropriate.
    • Ensure the development and maintenance of systems to track patient outcomes.
    • Work closely with Directors of other client-serving programs to ensure the integration of programs and services for patients and to meet or exceed quality assurance standards.
    • Contributes to the selection of new PCP joining the clinic.
    • Participates in dispute resolution between PCPs or patient complaints.
    • Recommends and contributes to policies and guidelines, relating to medical/clinical matters, that are consistent with agreed to goals.
    • Reviews the PCP resource requirements of the clinic with clinic management, the local PCN Steering Committee, and the Clinic Director.

QUALIFICATIONS:

  • Current licensure with CPSBC and Canadian College of Family Physicians plus two (2) years of leadership experience within the healthcare sector. Additional training in management is preferred. Prior academic leadership experience is an asset.
  • Demonstrated leadership in roles to lead and move forward organizational change in primary care.
  • Sound working knowledge of running a primary care clinic including an understanding of staffing, budgeting, quality improvement activity and service delivery.
  • Proven verbal and written communication and presentations skills within a leadership capacity.

HOURS:

It is expected that the role will require approximately 8 hours per week; FTE: 0.2.
Term of contract TBD with the PCN Steering Committee and the Clinic Director.
The successful candidate must be able to commute to our Edmonds Clinic location.

COMPENSATION:

Based on the Health Employers Association of British Columbia Medical Leadership – Profiles & Compensation for Physicians, the MOSAIC Patient Medical Home will pay to the Physician for the satisfactory provision of the Services the following fees:

  • An amount of $49,644.00 per annum plus GST where applicable.
  • The amount is payable in twelve equal monthly installments during the term of the Agreement.
