The Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada’s used nuclear fuel inside a deep geological repository, in a manner that protects people and the environment for generations to come.

Founded in 2002, the NWMO has been guided for 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Holders that are developing innovative and collaborative solutions for nuclear waste management. Canada’s plan will only proceed in an area with informed and willing hosts, where the municipality, First Nation and Métis communities, and others in the area are working together to implement it. The NWMO plans to select a site in 2024, and two areas remain in our site selection process: the Wabigoon Lake Ojibway Nation-Ignace area in northwestern Ontario and the Saugeen Ojibway Nation-South Bruce area in southern Ontario.

Manager, Intermediate and High-Level Waste

Fulltime – One (1) Position Available

Position Location: Toronto Head Office – 2 St. Clair Avenue East

Job Summary:

Reporting to the Director, Strategic Projects, the Manager, Intermediate and High-Level Waste will lead a group responsible for the strategic planning, development, and implementation of the High-Level Waste (HLW) from future nuclear reactors (e.g., Small Modular Reactors) and current and future Intermediate Level Waste (ILW), Non-Fuel High Level Waste (NFHLW).

  • Ensure employee health and safety, supporting a strong safety culture and ensuring employee activities meet or exceed the health, safety and environment requirements as outlined in NWMO policies, procedures, and standards.
  • Collaborate with Senior Leadership to develop and implement strategic planning initiatives that drive the ILW and HLW technical roadmap.
  • Lead a technical group to develop a technical program for long-term management of ILW, HLW from future reactors in a DGR for all project phases including pre-siting, site selection and characterization, regulatory licensing, design, construction, operations, and decommissioning.
  • Manage external studies and contracts from initiation to closeout to support the development of a technical program for long-term management of existing ILW & HLW from future reactors in a DGR. This includes developing the required project documentation (e.g., charter, execution plan, etc.), scope of work, contract requirements, leading the evaluation and selection of contractors, managing external contracts by acting as the project manager, monitoring performance against work plans, schedules, and budgets, and ensuring deliverables are high quality.
  • Collaborate with (APM) DGR project team in Engineering, Geoscience, Safety Assessment, Communication, Engagement, Regulatory and/or Environment groups where appropriate. Communicate regularly with all levels of internal contacts within the organization to understand and resolve competing priorities and obtain or provide agreed information.
  • Manage relationships with Canadian universities, international waste management agencies, and other industry experts to ensure adoption of best practices for the ILW, NFHLW & HLW from future reactors for long-term management of such waste in a DGR.
  • Develop and manage relationships with various ILW/HLW waste owners and/or SMR vendors to understand their waste inventory and characterization to develop an NWMO reference inventory and Waste Acceptance Criteria.
  • Manage public engagement activities to seek community input and identify opportunities to interweave Indigenous Knowledge into the ILW, HLW program for long-term management of such waste in a DGR. This includes representing the NWMO and presenting program technical matters results to industry, regulatory, technical and public audiences.
  • Supervise staff and be responsible for their assigned work. Act as a coach to create and sustain a cooperative and supportive team environment, actively working with staff to provide training and empower them to attain optimal work performance with a high level of personal responsibility and self-management. Demonstrate openness and trust through the sharing of information, and by being visible and accessible to employees. Provide clear expectations and performance measures and regular meaningful feedback.
  • Support the Director with business planning, life-cycle cost estimates for the ILW, HLW program and facility, and associated funding approach.
  • Establish short- and long-term business plans and strategies to meet organizational and departmental objectives. Develop and manage budget to execute this business plan. Make business decisions that are fiscally responsible, accountable, justifiable, and defensible in accordance with NWMO policies and procedures.
  • Develop and maintain ongoing business relationships between the section and other NWMO business units with respect to their needs, expectations and deliverables. Maintain an awareness of and sensitivity to a wide range of corporate and business needs and reflect these in sound safety assessment counsel and advice.
  • Support the Director of Strategic Projects with developing communication and engagement plans with regards to ILW, HLW program as required.
  • Provide input to NWMO annual technical reports, business plans, quarterly reports and social media as required.
  • Perform other duties and responsibilities as assigned.
Minimum Requirements:
  • 4-year university engineering or science degree or an equivalent level of experience (MSc or MEng preferred).
  • More than 12 years of relevant leadership or subject matter experience.
  • Demonstrated project experience in nuclear field with preference for radiological waste management.
  • Experience with non-fuel waste (e.g., ILW) would be considered an asset.
  • Demonstrated experience in managing, motivating and leading staff.
  • Ability to travel when required to support off-site technical and engagement activities, requiring occasional absence from home.

Must be eligible to work in Canada and must be able to meet security clearance requirements.

NWMO currently operates in a hybrid work model of 3 days in the office (Tuesdays being universal) and 2 days working from home.
