COLLECTIVE STAFFING: A pool of qualified candidates will be established for a one-year period and will be used to staff Finance Officer positions of various tenures.

We are looking for a vibrant and dynamic Finance Officer to support our Finance and Procurement Services Branch. The Finance Officer would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

Finance Officers provide a range of accounting and support services for the NRC which can include transactions processing, analysis, monitoring and financial reporting. The incumbent will participate in activities which may include, but not be limited to the following: processing of payables, receivables, travel and financial reporting, as well as the application of the delegation of authority and the financial control framework approved at NRC.

The incumbent may also be responsible for the preparation of financial analysis, variance reports, summaries of financial documents, payroll approvals and large supplier account reconciliations, as well as other financial information for management decision-making. He/she may support Senior Financial Officers in establishing NRC's reports, accounting processes, operations and financial systems.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

Bachelor's degree from a recognized university with specialization in accounting, finance, business administration, or commerce; or

Successful completion of two years in a post-secondary program with specialization in accounting, finance, business administration, or commerce; or

Possession of the Government of Canada Financial Management Certificate.

Possession of a professional accounting designation (CPA) or enrollment in the CPA program is considered an asset.

Experience
  • Significant* experience in the delivery of financial services for financial and management accounting, financial policy, and financial systems.
  • Experience in the provision of financial advice and support to management in financial forecasting, budgeting and reporting.
  • Experience in analyzing and interpreting financial information.
  • Experience in analyzing, developing and implementing business processes and procedures.
  • Experience in the use of MS Excel to proficiently manipulate data and tables.

*Significant means a minimum of 2 years' experience in the targeted field.

Assets:

  • Experience using a large financial reporting system (i.e. SAP, Oracle, etc). would be an asset
  • Recent and significant experience in financial management and accounting in the federal government would be asset.

Technical Competencies
  • Knowledge of accounting, financial and business principles and methods.
  • Knowledge of the Financial Administration Act, particularly Section 32 and Section 34.
  • Ability to assist clients by interpreting financial data and reports extracted from a financial reporting system
  • Ability to use MS Excel proficiently to manipulate data and tables.

Compensation

Rates under review

From $64,230 to $90,103 per annum.

For bilingual positions only: In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
