Consider joining the Analytics and Measurement Branch where you will analyze Ontario social, economic, demographic and labour market conditions and their implications on Ministry programs, and develop demographic data sets, population projections and products to inform Ministry program/policy development, business planning, funding policy, and service restructuring.


This posting is for a total of two positions: Income Supports Analytics Unit (1 position) and the Measurement and Evaluation Unit (1 position).

The Income Supports Analytics Unit provides quantitative analytic supports to income support programs, child and spousal supports, and Ontario Child Benefit to inform policy development, fiscal and operational planning, strategic policy, and communication. It conducts analysis of economic trends and changes to income security programs and tax benefits with a focus on client, fiscal and operational impacts on MCCSS programs.

The Measurement and Evaluation Unit leads the performance measurement and evaluation function for the ministry in partnership with policy and program areas and external partners and stakeholders. It develops outcome measurement frameworks, KPIs, data collection tools (e.g., surveys), and conducts rigorous evaluations to measure program and system level results to generate evidence and inform decision making.

Effective April 1, 2024 the salary range for this position is $76,231.00 to $109,842.00 per year in compliance with AMAPCEO collective agreement provisions.

The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

What can I expect to do in this role?In this role, you will:

  • Develop and maintain data sources relating to social, economic, and demographic conditions
  • Lead the preparation of reports, data and maps on provincial, regional, and agency profiles
  • Coordinate the development of custom demographic profiles and projections, spatial analysis and mapping, and analysis of demographic trends
  • Identify and assess the impact of social, economic, cultural and demographic trends and issues on programs and strategic plans
  • Provide policy analysis, advice and policy options/recommendations to the Minister, senior management, and other ministries.
  • Conduct statistical analysis, forecasting and mapping support to test feasibility/impact of policy options and develop creative solutions, proposals and policy options
  • Design/conduct modelling and sensitivity analysis studies
  • Participate on intra/inter-ministry working committees and task forces
How do I qualify?Technical Knowledge:

  • You have knowledge of economics, statistical analysis and research principles and methodologies (including survey and program evaluation design) to produce reports, and assess and present accurate/reliable analysis and data on socio-economic and demographic trends and issues, and their impacts on Ministry programs.
  • You have knowledge of research and economic/statistical analysis principles and techniques to conduct research projects and complex qualitative/quantitative analysis.
  • You have the ability to apply knowledge relevant legislation, regulations and guidelines of the Ministry as they affect the child and youth service sector in order to contribute to policy, program and service delivery consultation activities.
Research, Analytical and Problem-Solving Skills:

  • You can research, investigate and assess relevant information in response to data/information requests from Ministry management, executives and transfer payment agencies.
  • You can identify key trends and cost drivers, determine research required on related issues and interpret data.
Interpersonal and Communication Skills:

  • You have oral and written communication skills to respond to information requests and prepare reports, Cabinet submissions, and briefing materials, and communicate complex data/information.
  • You have consultation and relationship management skills to respond to information requests, work cooperatively as part of a team on research and policy development projects and exchange demographic, economic and statistical/expenditures data with Ministry and provincial government counterparts.
  • You have presentation skills to explain complex research, analysis, data and forecasting findings to Ministry management and executives.
  • You have facilitation skills to lead and contribute to capacity-building amongst Ministry staff.
Project Management:

  • You demonstrate project management skills to contribute to multi-disciplinary, cross-ministry project teams and participate on intra/inter-ministry working committees and task forces.
Computer Skills:

  • You are proficient with statistical modelling and forecasting-specific software (e.g. SPSS) to include writing programming codes, and produce reports to research and prepare analysis.
  • You are proficient with computer software applications for word processing, spreadsheets, graphics and databases to prepare briefing materials, presentations, correspondence, maps and reports.
