Reporting to the Supervisor of Training and Development, this Training Specialist II professional position will focus on development, implementation, and evaluation of training programs/ projects for the purpose of educating employees.


Success in this position is based on an in-depth understanding of adult learning theory and training strategy with a focus on curriculum design and delivery, with oversight and evaluation of training program effectiveness.


This Training Specialist II will be responsible to:

  • Collaborate with Branch or Department management and other stakeholders to conduct needs assessments and identify safety and operational training objectives
  • Lead the design of instructional learning strategies to connect learning outcomes/ results to ensure alignment with corporate goals
  • Determine delivery method that is best suited for content, learner, and environment
  • Develop curriculum plans, storyboards, elearning curriculum, procedural and training documentation as well as learning evaluations tools
  • Utilize technology to capture job processes to create an easily accessible library of information
  • Facilitate training programs to a wide array of audiences
  • Prepare requests for proposals and/or educational needs
  • Coordinate, develop and facilitate training programs meeting legislative safety requirements and in accordance with adult learning principles as well as incorporating City policies and directives
  • Evaluate vendors and services to ensure deliverables are met
  • Develop feedback procedures
  • Benchmark current programs and makes recommendations to management for improvement
  • Identify and track legislative requirements for program content
  • Conduct maintenance and oversight of certifications expiration
  • Perform other related work as required

Qualifications:

  • University Degree in Education or a discipline as required by area of specialization. Or a related University Degree combined with postsecondary coursework Adult Learning
  • 5 years related experience in curriculum development, program maintenance and evaluation and course facilitation in an operational environment
  • Experience leading and monitoring training projects
  • Independence of action and judgment when determining program requirements, conducting needs analysis, managing program evaluation and executing on program delivery
  • Ability to establish professional working relationships with internal and external stakeholders
  • Extensive knowledge of educational principles, techniques and practices, with expertise on curriculum design for adult learners
  • Understanding of training requirements and design related to driving, equipment operation, and/or health & safety would be an asset
  • Experience in leading needs assessment and building competency tools
  • Advanced facilitation experience using a variety of delivery methods including classroom, facetoface, story based and online learning
  • Experience maintaining training records and reporting on training completion
  • Experience with vendor and training contracts Results orientation with an ability to set goals, monitor progress, and adjust resources to accomplish objectives
  • Effective time management and strong organizational skills for coordination and prioritizing
  • Excellent verbal and written communication skills
  • Proficient using Google Suite and MS Office
  • Valid Alberta Class 5 driver's license (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position
  • Must arrange own transportation to be reimbursed in accordance with the City of Edmonton policy. This may require business auto insurance
