Duties

About the positions

Most of the positions available will be for Benefits officer.

Benefits Officer:
As a Benefits Officer, you will have to provide prompt, courteous and accurate service, contributing effectively to the processing of Employment Insurance or Old Age Security claims. The position requires empathy and impartiality, as well as the ability to make and communicate decisions on complex claims.

Program Officer:
As a Program Officer, you will have to administer one or more grants and contributions programs, as well as analyze applications for the New Horizons for Seniors Program, Canada Summer Jobs, Work-Sharing and the Temporary Foreign Worker Program.

Citizen Services Specialist:
As a Citizen Services Specialist, you will have to promote government service offerings to employers and organizations, as well as assess citizens' needs and recommend appropriate service offerings. The position requires travel outside the office to visit clients, make presentations and participate in community activities.

Integrity Services Investigator:
As an Integrity Services Investigator, you will have to investigate, prosecute and validate compliance and adherence to program requirements in the processing of Employment Insurance, Old Age Security, Enforcement and Temporary Foreign Worker Program. The position requires traveling outside the office as necessary for the files to be processed.

Paid training will be offered to you. Selected candidates will be required to successfully complete a training and structured learning program followed by exams or a certification for most positions.

Employment and Social Development Canada (ESDC) operates on a flexible work model that supports sharing in-person experiences that are essential to cohesive, collaborative and high-performing organization while continuing to provide flexibility to support offsite work. At an individual level, this is captured in annually reviewed work arrangements with the on-going objective to balance operational requirements with employee individual circumstances and work preference.

In the context of ESDC's mandate, most positions are identified as either onsite or hybrid (combination of onsite and offsite work). Some jobs require on-site work because the job cannot be done effectively or efficiently off-site.

Indigenous public servants could benefit from an exception to this hybrid model in order to be able to work from their communities depending on the type of positions to be filled.

Where operationally feasible, ESDC also supports flexibility related to the work schedule including, a compressed work week, varying start and end times, and leave with income averaging.

Intent of the process

The purpose of this selection process is to create a pool of qualified candidates to meet Service Canada's need to hire new public servants throughout the province of Quebec. This pool could also be used to staff similar positions with various tenures, titles and security requirements within Employment and Social Development Canada.

Most of the positions available will be for Benefits officer. The majority of the positions offered will be fixed-term contracts with the possibility of extension. Casual positions may also be offered.

Assessment priority could be given to people based on the needs to be filled and their interests, either for bilingual positions, in-person positions or for certain geographic locations. The second language assessment will be the first step in the process for candidates applying for bilingual positions.

Employees already occupying an equivalent level position at Service Canada, whether term or indeterminate, and seeking an assignment or deployment, are invited to express their interest in taking on new positions to their manager and to complete their talent management plan.

E2: ​​Experience of approximately 6 months in interpreting and applying legislation or policies.​
